DELEGATIONS

Diana Inselberg – Enderby Arts Council

Ms. Inselberg expressed appreciation for past support from Council. A list of scheduled events for 2006 was circulated. The Enderby Arts Council is requesting that Council declare the week of April 23 – 29 “Arts and Culture Week in Enderby”. Ms. Inselberg invited Council to attend the April 27 concert being held at the Evangelical Chapel.

Nancy Cooper and Wendy Brown – Canadian Cancer Society
Re: Relay for Life

Brochures were circulated which highlight the Relay for Life event. The event is staged as a fun event for a serious disease. Funds raised are used for support of patients and families in the community and for cancer research.

Ways of participating include creating a team, joining a team, and supporting a team. The event is held in Salmon Arm and although there are people from Enderby who participate, they would like to see more. The relay is taking place June 3 and 4 at the Salmon Arm Fairgrounds from 7 pm – 7 am. Mayor Phillips has been invited to speak at the opening ceremonies. There is entertainment throughout the evening and the event is always very emotional.

Participation is easy: phoning the Canadian Cancer Society or visiting the website at www.cancer.ca. Volunteers are always welcome. The Cancer Society welcomes Council to create a team, join a team, or support a team.

The Administrator informed Council that the Tax Rate Bylaw will not be presented until information from the School District has been received. This information is not expected until after April 28. Therefore, it will be necessary to schedule 2 special meetings to meet the deadline for adopting the bylaw.

REPORTS

Councillor Cyr

Councillor Cyr requested clarification regarding Council’s priorities with respect to bylaw enforcement in order to give the Administrator the direction she needs to pursue the matter further. It was noted that although the issue had not received priority at the March 27, 2006 Goals and Objectives session, the Health and Safety Committee would be meeting on April 24, 2006 to review the priorities within its mandate for recommendation to Council.

Councillor Case

Councillor Case circulated a copy of the Thompson Okanagan Tourism magazine in which the Enderby Chamber of Commerce has advertised. Councillor Case queried as to available funding from UBCM for mapping and other tourism related projects. The Administrator informed Council that funding has been established for Enderby and electoral areas from the Community Tourism Fund. Council has established an ad-hoc committee, which intends to hold a meeting to obtain public input regarding possible projects.

Councillor Case reminded Council of the Spirit 2010 meeting taking place in Armstrong on April 26. Space is limited.

Mayor Phillips

Mayor Phillips attended a Southern Interior Trust Initiative Development meeting. The next meeting is scheduled after the OMMA Convention.

Building Permit Detail Reports – March, 2006

Councillor Shipmaker asked whether DCC’s were collected for the Collins subdivision. The Administrator informed Council that DCC’s were collected for the number of housing units created.

Re: Fortune Parks, Recreation and Culture Service Amendment Bylaw No. 1932, 2004

Moved by Councillor Shipmaker, seconded by Councillor Case that pursuant to the provisions of Section 801.4 of the Local Government Act, the Council of the Corporation of the City of Enderby does hereby consent, on behalf of the electors of the City of Enderby to the Board of the Regional District of North Okanagan adopting the following bylaw:
“Fortune Parks, Recreation and Culture Service Amendment Bylaw No. 1932, 2004”
to amend the Fortune Parks, Recreation and Culture Service Conversion and Service Establishment Bylaw No. 1650, 2000.

PUBLIC QUESTION PERIOD

Gardner Shaw of 115 Cliffview Drive asked whether the mill rate has been set. The Administrator stated that the tax rates have been established but have not been adopted by bylaw due to information being required from the School Board. The tax rate for general municipal purposes is determined by the City’s Financial Plan and will increase in 2006.

Greg McCune of 1205 Lawes Street asked if the City would follow up with the Conservation Officer about the bear sightings in the vicinity of Cliffview Drive and Reservoir Road. The Administrator reported that the Conservation Officer was contacted last year, but it appears that the bear has returned with her cub. She will advise the Conservation Officer.
