Councillor Shipmaker declared a conflict and left the meeting.
Moved by Councillor Cyr, seconded by Councillor Ludwig that Council authorize the issuance of a License of Occupation to Irene Novak and Case Holdings Ltd. on Lot 29, Plan 211, DL 150, LD 25 (907 Belvedere Street) and Herman Drescher on Lot 25, Plan B7280, DL 150, LD 25 (904 Maud Street).

REPORTS
Councillor Case
Councillor Case reported that the stumps have been ground and clean up is almost complete at the RV Park and ballpark. Netting is expected to be installed this week to alleviate the problem of home run balls leaving the park.
Councillor Shipmaker
Councillor Shipmaker reported that Interior Health Association has a full time recruiter. Enderby is fortunate to have the Community Health Centre, as it is a popular facility for doctors.
Enderby/Area F Services Committee:
- Recreation Excellence is mandated to provide marketing for the arena. As bookings are full at this facility, the Committee will be reviewing the marketing plan.
- There are no soccer or minor ball programs.
- The curling club has requested another reduction in rent. The rent was reduced 5 years ago and membership is lower than it was at that time. Current rent does not meet the cost of utilities.

Air Quality Workshop
Councillor Cyr has been registered to attend this workshop.

Mutual Aid Agreement - Ranchero/Deep Creek Voluntary Fire Department and the Enderby/Shuswap River Fire District
Moved by Councillor Wejr, seconded by Councillor Cyr that the City agree to extend the Mutual Aid Agreement between the Ranchero/Deep Creek Voluntary Fire Department and the Enderby/Shuswap River Fire District under the same terms and conditions to December 31, 2008.

Refuse Rates for Secondary Suites
Moved by Councillor Vetter, seconded by Councillor Case that Water and Sanitary Sewer Rates Bylaws be amended so that single family dwellings with suites are charged a rate of 1.4 times the rate charged to single family dwellings without suites; and
FURTHER that secondary suites continue to pay a rate equivalent to the single-family dwelling rate for refuse and recycling.

Okanagan Partnership - Correspondence dated April 15, 2008
Re: Leadership Forum on Affordable Housing
Councillor Vetter expressed an interest in attending. A preferred date of May 16 will be communicated to the organizers if the event.
PUBLIC QUESTION PERIOD
Jackie Pearase of the North Valley Echo sought clarification on the garbage and recycle units for secondary suites. Suites will be charged the same as a single family dwelling for garbage and recycling. Water and sewer rates will be 1.4 times the rate for single-family dwellings.
Gardner Shaw of 115 Cliffview Drive queried when the secondary suites bylaw would be adopted. A public relations campaign is needed and free advice provided by the building department is part of the process. It is expected that the bylaw will be ready for adoption within the next couple of months.

Moved by Councillor Ludwig, seconded by Councillor Case that Council hold a meeting closed to the public in order to discuss one or more topics under Section 90 of the Community Charter.
