Minutes of a Regular Meeting of Council held on Monday, April 4, 2005 at 7:00 p.m. in the Council Chambers of City Hall.

Moved by Councillor Ludwig, seconded by Councillor Wejr that the agenda be approved as amended.

Moved by Councillor Brookes, seconded by Councillor Vetter that the Planning Committee Minutes of March 21, 2005 be adopted as amended.

REPORTS
Councillor van Berkel
Councillor van Berkel attended a Spirit of B. C. Committee meeting. Enderby was well represented at the meeting. Their website has lots of information available about various programs including potential future athletes.
Councillor Vetter
Councillor Vetter advised that he has noticed that trees have been logged at the Brash Creek water intake. Although there is a lot of dead-fall, it appears that green trees have also been felled. Councillor Vetter suggested that due to liability issues, perhaps a gate is required at the top of the site in addition to the one at the roadway.
Councillor Shipmaker
Councillor Shipmaker attended Municipal Finance Association meetings in Vancouver.
Councillor Wejr
Councillor Wejr attended the light-up ceremony for the new traffic light which was activated at Knight Avenue and Highway 97A.
Councillor Wejr also attended the Bank of Montreal Centennial barbeque.
Mayor Phillips
Mayor Phillips commented that the new light at Knight Avenue and Highway 97A was a good thing for the entire community.
The Bank of Montreal celebration barbeque was well attended.
NEW BUSINESS
Tender Proposals for Grounds Maintenance
Discussion:
· The bids received were in line with the average bid from last year.
· Benefits of having a three year term include a consistent payment of $5,000 per month for the entire term, work done in the fall in preparation for the next year, and less management required by the Public Works Superintendent when dealing with an experienced contractor.
Moved by Councillor Wejr, seconded by Councillor Ludwig that a three year Grounds Maintenance contract be awarded to Lynne Borhaven at a cost of $5000.00 per month.

Workers’ Compensation Board – Day of Mourning
Moved by Councillor Wejr, seconded by Councillor Vetter that the correspondence be received and filed.

2005 Local Government Unconditional Grants
Moved by Councillor Brookes, seconded by Councillor Ludwig that the correspondence be received and filed.

Chamber of Commerce – Business Awards Sponsorship
Moved by Councillor Wejr, seconded by Councillor Brookes that the City sponsor an Image Award at the Chamber of Commerce Business Awards Gala at a cost of $150.00.

Discussion:
As Mayor Phillips will not be available to attend the gala, Councillor Ludwig will represent the City as Acting Mayor.
SPARC BC – Introductory Letter
Moved by Councillor Brookes, seconded by Councillor Wejr that the correspondence be received and filed.

Class A Park Designation for Enderby Cliffs
Discussion:
· The Honourable George Abbott, MLA is seeking support for this project.
· This project has been in the works since 1984.
· Area F Director Tuominen is in support of the project.
Moved by Councillor Wejr, seconded by Councillor van Berkel that a letter be issued to the Minister of Sustainable Resources encouraging them to designate the Enderby Cliffs as a Class A Park.

Enderby Centennial Banners
The Centennial Committee has requested that two 5’ x 10’ banners be installed on the south west corner of City Hall facing Cliff Avenue and Highway 97A. The Public Works Superintendent has indicated that he does not have an issue with the method of installation.
Moved by Councillor Ludwig, seconded by Councillor Vetter that the City approve the installation of two 5’x 10’ banners on the south west corner of City Hall.

PUBLIC QUESTION PERIOD
Jackie Pearase of the North Valley Echo queried as to the specifics of the Grounds Maintenance contract and whether there were special provisions being made for the Centennial.
- The Administrator advised that there is no special provisions in the contract for Centennial projects, although the contractor will be expected to liaise with local community groups. The contractor will be restricted to the City’s budget for materials.
Gardner Shaw of 115 Cliffview Drive queried the proposed size of the Enderby Cliffs Park and who would be responsible for looking after it.
- The exact size of the park is not known. As a Class A Park, it will fall under Provincial jurisdiction.
CLOSED MEEETING RESOLUTION
Moved by Councillor Brookes, seconded by Councillor van Berkel that Council hold a meeting closed to the public in order to discuss one or more topics under Section 90 of the Community Charter.
