ADOPTION OF MINUTES

Minutes of March 15, 2004

Moved by Councillor Brookes, seconded by Councillor Wejr, that the minutes of the Regular Council Meeting, held on March 15, 2004, be adopted as circulated.

DELEGATION

Murray Rossworn, Chartered Accountant

Re: 2003 Audited Financial Statements

Mr. Rossworn provided a summary of the 2003 Audit report and explained specifics of the financial items. He feels that it was another good year for the City with consistent reporting. It is an overall conservative type financial statement. Management has done a good job and is to be commended.

Upon question, Mr. Rossworn indicated that all of last year’s recommendations had been implemented.

BYLAWS

Council Procedure Bylaw No. 1342, 2004

Moved by Councillor Brookes, seconded by Councillor van Berkel that Council Procedure Bylaw No. 1342, 2004 be introduced and read a first time by title only.

Re: Street Banner Project

Moved by Councillor Ludwig, seconded by Councillor Wejr that subject to the provisions of the Zoning Bylaw, Enderby in Bloom be given approval to install banners atop the Tourist Information Board north of the City, and on the street lamp overhanging the flower planter between Hungry Jack’s Restaurant and the Library.

3063 Rocky Mountain Rangers Army Cadet Corp — March 24, 2004

Re: Use of old IGA Parking Lot

Moved by Councillor Wejr, seconded by Councillor Brookes that the 3063 Rocky Mountain Rangers Army Cadet Corp be permitted to use the old IGA parking lot on Maud Street on Sunday, May 16th from 1:00 p.m. to 3:00 p.m. for their Annual Inspection.

UNFINISHED BUSINESS

Public Works Superintendent — March 19, 2004

Re: Handicapped Parking on Mill Avenue

Discussion:

Moved by Councillor Wejr, seconded by Councillor Brookes that two additional handicapped stalls be added on Mill Avenue; one located in front of the Legion and one on the north side between the Massage Therapy Clinic and the Dental Clinic.

NEW BUSINESS

Parks Maintenance Contract

Moved by Councillor Vetter, seconded by Councillor Brookes that Lynne Borhaven be granted the Parks Maintenance Contract for $3,500 per month.

REPORTS

Councillor van Berkel

M.V. Beattie Elementary School has forwarded a copy of their report on the Knight Avenue crossing to George Abbott, M.L.A.

The Principal of A. L. Fortune Secondary has been advised of the Development Variance Permit decision for the Central Hardware property.

Councillor Brookes

Councillor Brookes attended the first meeting between the Spallumcheen Indian Band and the RCMP at the Band Hall. It was a very informative and entertaining evening.

Councillor Ludwig

Councillor Ludwig attended the pre-disaster training workshops in Armstrong on Saturday. It was an excellent workshop.

Councillor Wejr

The Centennial Committee is meeting regularly. Councillor Wejr advised that volunteers are needed to assist the Committee with events and projects.

There has been an increase in vandalism at eh RV Park and along the Riverwalk. Could the RCMP not be asked to increase patrols in these high risk areas?

Moved by Councillor Wejr, seconded by Councillor Ludwig that Councillor Brookes present a request at the next RCMP Consultative Committee meeting to conduct more frequent patrols of the RV Park and Riverwalk.

Public Works Superintendent

Public Works Status Report

In addition to the written report, the Administrator advised that the Public Works Superintendent will be presenting a report of his findings on the program using magnesium chloride for snow removal.

Moved by Councillor Brookes, seconded by Councillor Vetter that the report be received and filed.

PUBLIC QUESTION PERIOD

Jackie Pearace of the North Valley Echo asked for the status of the City entrance signs. She was informed that the signs have been ordered with an expected 3 month delivery time.

Gardner Shaw of 110 West Enderby Road expressed his appreciation to the Public Works crew for cleaning up the overgrown thorn bushes on Johnston Road.
