DELEGATIONS
Mr. Scott Hemenway - Enderby Evangelical Chapel
Re: Permissive Tax Exemption
- School District 83 has leased the building for several years. They are moving out, but plan on using 980 square feet of the building.
- The Church will be using the remaining portion of the building for church functions.
- The School District has been making payments in lieu of taxes for the use of the building and the Church is now seeking clarity on future property taxes.

Re: Response to Single Business Licence Initiative
The Administrator advised that the revenue received from business licenses may not be worth the additional workload resulting from the proposed initiative.

Subdivision Servicing and Development Bylaw
A Committee of the Whole meeting was scheduled for Monday, October 1, 2007 at 1:00 p.m. The text portion with be dealt with first to enable proceeding with the development procedures bylaw and development pamphlets. Individual servicing standards will then be reviewed.
Enderby Evangelical Chapel - Correspondence dated July 27, 2007
Re: Request for Permissive Tax Exemption
It would be premature to deal with only one request at this time. All permissive tax exemptions should be addressed in September in order to meet the new reporting requirements of the Community Charter and deadlines of B. C. Assessment Authority.

BYLAWS - Adoption
City of Enderby Property Remediation Bylaw No. 1401, 2007
Moved by Councillor Vetter, seconded by Councillor Wejr that City of Enderby Property Remediation Bylaw No. 1401, 2007 be reconsidered and adopted.

REPORTS
Councillor Shipmaker
Councillor Shipmaker reported receiving a letter of concern from a volunteer firefighter regarding call-outs to assist ambulance attendants with heavy lifting, and requesting compensation equal to the ambulance attendants for such call-outs. The Administrator advised that the practice of the Fire Department, at the direction of the Fire Chief, is to respond only to calls where fire or threat of fire exists or the Jaws are required. There are rare occasions however, when the Fire Department will provide assistance to the ambulance service provided that ambulance attendants are already on-scene and cannot lift an injured person without assistance.
Councillor Shipmaker requested that Councillor Wejr provide Council with information regarding the recent approval of an increase to the remuneration rates for Regional District Directors.

Attended the Community Wildfire Protection Plan Open House on July 18th.
Councillor Case
Met with MLA George Abbott who presented the City with a cheque for $400,000 from the Towns for Tomorrow grant program. The funds will be used for improvements to the wastewater treatment plant.
Councillor Wejr
Councillor Wejr reported the following regarding the increase to regional directors remuneration rates:
- Some Directors felt a review of remuneration was overdue.
- It was felt that the pay should be the same for all Directors.
- Amounts were determined based on a UBCM survey of other Regional Districts.
- Councillor Wejr supported the committee by voting in favour of the increase, but stated that she would have accepted the decision either way.
Upon question, the Administrator confirmed that the City would share in the cost of the increase on the same apportionment as for General Government services.
Gas Tax funds have been received. Projects to be funded include a regional yard waste composting facility, a residential drop off facility at Vernon landfill, a new regional growth strategy, and transportation model.
The Master Parks Plan was discussed at the Enderby/Area F Services Committee meeting. Neil Brookes provided an update to the Committee on the river access project.

Mayor Phillips congratulated the Administrator on the excellent quality of the Towns for Tomorrow grant application which resulted in receipt of the full amount which was applied for.

Revision of Building Bylaw Penalty Fees Structure
Discussion:
- Possibility of waiving penalty for some projects;
- Penalty seems high in instances where client may just be unaware of regulations;
- More information required.

Re: Opening of Mill Avenue for Access to Riverfront
Discussions:
- Not known when or why the road was closed off;
- Okanagan Valley Railway advised that it would be a minimum of $25,000 to reopen and resurface the crossing. There is also a high possibility that, if opened, signals would be required. Annual costs for the crossing will also apply;
- Zoning issues will need to be addressed;
- Building codes and fire codes regarding theatres are stringent and must be met;
- An architect will likely be required for building permit process;
- A Development Permit will be required;
- It is recommended that the applicants meet with the Planner to address issues that will be required to be met prior to proceeding with development on the property.

PUBLIC QUESTION PERIOD
Andy Abgrall of 2 - 4325 25th Avenue, Vernon, B. C. asked if the closed portion of Mill Avenue could be sold or if there is a logical reason not to reopen it?
The Administrator stated that the sale of the roadway could be considered, but reports would be required and investigations done before a decision could be made.

Moved by Councillor Ludwig, seconded by Councillor Case that Council hold a meeting closed to the public in order to discuss one or more topics under Section 90 of the Community Charter.
