Minutes of Regular Meeting of July 15, 2002

Moved by Councilor Phillips, seconded by Councilor McCaig, that the minutes of the Regular Council Meeting, held on July 15, 2002, be adopted as circulated.

Residents of East end of Regent Avenue — July 15, 2002

Re: Leaking Water Main

Discussion: The running of generator was due to the high water level of the river. Superintendent of Public Works is obtaining quotes to install 3-phase power to the lift station. It was requested that B. C. Hydro be approached with respect to cost-sharing.

Moved by Councilor Case, seconded by Councilor McCaig that a letter be sent to the residents indicating that the City is investigating alternatives.

Re: SUBWAY day for Child

Council will make effort to participate. Recording secretary will follow up with individual Councilors to determine involvement.

Royal Canadian Legion Br. 98 — July 12 & 24, 2002

Re: Parade and banner

Moved by Councilor Phillips, seconded by Councilor McCune that permission be granted to Legion to hold their Legion Days pancake breakfast and parade on Sept. 2, 2002. Permission also granted to hang banner on Cliff Avenue.

Re: Home Based Business Fair

Moved by Councilor Case, seconded by Councilor Phillips that the City of Enderby support the Home Based Business Fair by providing a grant of $100 from the Economic Development Fund.

Enderby Inn — phone call August 2, 2002

Re: City Planter repair in parking lot

Discussion: The broken planter in the Enderby Inn parking lot was installed by the City as part of the Downtown Revitalization Project. The property owners are expected to maintain the planters.

Moved by Councilor McCune, seconded by Councilor McCaig that the Enderby Inn be advised that planters on private property are the responsibility of the property owners.

REPORTS

Mayor Dale

Mayor Dale and Maggie Knox attended the funeral of Planner Rob Smailes’ wife Cammy last week. A collection from Council will be forwarded to the Cystic Fibrosis Foundation.

Mayor Dale suggested that the Enderby Museum and The Enderby Arts Council be encouraged to use the old Library facility in a joint venture.

The new Library site has officially been announced. It will be located at the old Central Hardware location on Cliff Avenue.

Re: Loan Authorization Bylaw Advertising

Moved by Councilor Phillips, seconded by Councilor Case that Council establish September 16, 2002 as the deadline for receiving counter petitions from the electors not wishing Council to proceed with Loan Authorization Bylaw Nos. 1303, 1304 and 1306.

Re: Provision of Water Service to Spallumcheen Band — Morgan Felix Property

Moved by Councilor Case, seconded by Councilor Vetter that the City of Enderby enter into an agreement with the Spallumcheen Indian Band for the provision of water service to Lot 2, Plan 5118.

CARRIED Unanimously

In addition to the written report, the Administrator submitted the following items:

Re: Community to Community Forum:

The Community to Community Forum which was postponed from June needs to be rescheduled. It was decided that September 14 was an acceptable date to meet with the Spallumcheen Band. A full day (9 am — 3 pm) is anticipated.

Re: Vacation:

The Administrator reminded Council that she is on vacation for the next scheduled Council Meeting on August 19, 2002.

Moved by Councilor Phillips, seconded by Councilor McCaig that Superintendent of Public Works Alf Soros be appointed Acting Administrator for the August 19, 2002 Council Meeting.

Superintendent of Public Works

The Sewer Plant has reported encouraging numbers after installation of new sludge pump. The pump is working to specifications. The plant is producing approximately one half the amount of sludge of 3 months ago.

Staff Reports — Accounts Payable — June 2002

Moved by Councilor McCune, seconded by Councilor Phillips that the Accounts Payable report for June 2002 be received and filed.

CLOSED MEETING RESOLUTION

Moved by Councilor McCune, seconded by Councilor Phillips, that Council hold a meeting closed to the public in order to discuss one or more topics under Section 242.2 of the Local Government Act.
