Minutes of a Committee of the Whole Meeting of Council held on Monday, March 20, 2006 at 6:30 p.m. in the Council Chambers of City Hall.

UNFINISHED BUSINESS

2006 – 2010 Financial Plan

Mayor Phillips, Councillor Wejr and the Administrator reported discussions at a meeting held that morning on the topic of industrial development in the North Okanagan. The meeting had been convened by consultants preparing a regional industrial strategy on behalf of the Greater Vernon Services Commission and the North Okanagan Community Futures Development Corporation. The meeting was attended by representatives of Industry, as well as elected officials and staff. Key to the discussions was the fact that although available industrial land had been identified in Enderby, Armstrong, Lumby and Spallumcheen, the mandate of the Economic Development Officer was to promote only Vernon, Coldstream and Electoral Areas B and C. Considerable discussion had occurred at the meeting with respect to expanding the Economic Development function to include all members of the Regional District of North Okanagan at an estimated cost of $10 per capita. A formal decision as to whether or not the City should participate would be premature at this time; however, funding would need to be included in the budget should Council wish to have the opportunity to make such a determination.

Discussion occurred with respect to options for marketing industrial land.

Moved by Councillor Wejr, seconded by Councillor Ludwig that $30,000 be added to the 2006 budget to allow for participation in a regional economic development function should a formal proposal be developed.

Discussion occurred with respect to the utilization of prior years’ surplus to offset current year expenditures.

It was decided to hold another Committee-of-the-Whole meeting at 9:00 a.m. on Monday, March 27, 2006.
