Minutes of a Committee of the Whole Meeting of Council held on Monday, March 27, 2006 at 9:05 a.m. in the Council Chambers of City Hall.

UNFINISHED BUSINESS

2006 – 2010 Financial Plan

Discussion occurred as follows:

- Residential assessment increased an average of 25% in 2006;
- Tax rate per $1,000 being higher in 2006 due to transfer of Planning costs from RD requisition to General taxes, as well as transfer of $101,000 from 2004 surplus to offset tax rate I 2005;
- The Treasurer provided a breakdown of budgeted transfers to reserves in 2006;
- Expenditures rising faster than the rate of inflation;
- Whether capital projects should be funded by reserves or long term borrowing or a combination thereof (whether projects should be funded by existing or future taxpayers).

Concensus was reached as follows:

General
- Reduce provision for participation in regional economic development function from $30,000 to $15,000;
- Reduce transfer to Streets Reserve from $95,000 to $70,000;

Water and Sewer
- No utilization of prior years’ surplus to offset frontage taxes or user fees.
