Ministry of Water, Land and Air Protection — November 18, 2003

Re: Proposed Class A Parks

Moved by Councillor van Berkel, seconded by Councillor Wejr that clearer mapping of the affected parks and indication of public access to the parks be requested of the Ministry of Water, Land and Air Protection.

Appointments to North Okanagan Regional District Board

Discussion:

• Clarification of the term of office was requested. The issue of whether or not Councillors were aware of the term of office when voting was raised.
• Administrator explained that the term of office is from the time the position is assumed until someone else is appointed. City Committees are appointed by the Mayor for a 3 year term unless specified otherwise. Changes can however be made at any time.
• Traditionally, the Mayor sits on the NORD Board of Directors. Councillors are welcome to attend meetings, but do not vote or participate in discussions.
• It was consensus of Council to maintain the status quo of Mayor Phillips representing the City of Enderby on the NORD Board of Directors.

Councillor van Berkel

Councillor van Berkel reported that the school Parent Advisory Committee has expressed a desire to dialogue regarding a joint use agreement. The Mayor advised that the School District had requested a meeting with herself, the Area F Director and Recreation Excellence on the issue.

Councillor Shipmaker reminded Council of the OCP Public Open House taking place tomorrow, December 2 from 2 — 8 p.m. at the Drill Hall.

A Centennial Committee Meeting was held which was very well attended. A large number of suggestions were presented. Councillor Wejr advised that the web site will be used extensively to promote the project. An events calendar is being developed. People will be encouraged to e-mail the City with items of interest. The next meeting is scheduled for January 20, 2004.

Councillor Ludwig attended the following functions:

• John McKnight "Building the Community from the Inside Out" workshop.
• Annual General Meeting of the Okanagan Regional Library
• Annual General Meeting of the Museum

• A member of the public expressed disappointment in the lack of Council participation at the Lions Club annual auction.
• Councillor Brookes will be in attendance at the OCP Public Open House from 2 —4 p.m.

Councillor Vetter commented that there has not been a re-cycling report for quite some time. Public Works Superintendent will be asked to submit a report for the next meeting.

• Chris Histead of IHA confirmed for Mayor Phillips that the $50,000 set aside for renovations of the Community Health Centre is coming from the federal Government grant of $1.3m. The remaining $175,000 will come from Interior Health. Concern was expressed that capital expenditures were being made from funds designated for health care.
• Mayor Phillips attended the John McKnight "Building the Community from the Inside Out" workshop.
• Mayor Phillips attended a Crime Prevention workshop at the Justice Institute in Vancouver.

• The City has received full payment of $187,000 for the wild fires. Payment has been made to the Fire Dept. with the remaining $167,000 being invested. These funds will be divided equally with the Shuswap River Fire Protection District.
• Administrator and Public Works Superintendent have been reviewing the water and sewer regulations and rates bylaws. They met with Engineers at length and reviewed the draft bylaws. Once adjusted, the bylaws will be brought forward to the Finance Committee in early 2004 and referred to solicitors for review.

Moved by Councillor van Berkel, seconded by Councillor Wejr, that Council hold a meeting closed to the public in order to discuss one or more topics under Section 242.2 of the Local Government Act.

On a motion by Councillor Wejr the regular meeting adjourned at 7:45 p.m.
