PUBLIC AND STATUTORY HEARINGS

Applicant: 427356 BC Ltd.
Councillor Vetter declared a conflict, as the applicant is his wife, and left the meeting.
The Mayor introduced the application and invited speakers.
Pete Shatzko, Engineer for the applicant made the following comments:
- Sidewalk on Reservoir Road: There are no other sidewalks in this area. Due to steep slope, considerable fill would be required, spoiling the aspect of the future lots.
- Road Base: Existing road was paved by the City with asphalt pushed to the north side of the right-of-way. Approximately 8 feet are on the applicant's property. For the three new lots created on Cliffview Drive, widening of the right-of-way to 11 feet onto private property was required. The previous subdivision (Robinson) in 1992 saw the road re-constructed.
- Street Lighting: It is felt that installation of street lighting will cause light to shine down on new lots. There has been no precedence established for street lighting in this area.
There were no written submissions and no other speakers.

BYLAWS - Adoption
Mobile Business Licence Bylaw No. 1407, 2007
Moved by Councillor Case, seconded by Councillor Cyr that Mobile Business Licence Bylaw No. 1407, 2007 be reconsidered and adopted.

REPORTS
Councillor Case
The Chamber of Commerce have hired a new caretaker for the R. V. Park. The renovations on the house at the park damaged by windstorm have been completed.
Councillor Shipmaker
The pine trees affected by the mountain pine beetle have now been removed from Riverside Park.
Councillor Ludwig
Councillor Ludwig attended the open house at the Chamber of Commerce and an Arts Council meeting.
Councillor Cyr
Councillor Cyr attended the Enderby/Area F Services Committee meeting on December 10th.
Mayor Phillips
The Ministry of Transportation was contacted to clarify the criteria of control city. Part of the criteria states that the community must be a major traffic generator. The ministry solely for political reasons never approves directional signage.

Public Works Superintendent - e-mail dated December 13, 2007
Re: Waste Water Treatment Plant Upgrades
Moved by Councillor Wejr, seconded by Councillor Case that the bid from Focus for $131,800 plus gst for engineering services for the wastewater treatment plant upgrades be approved;
AND FURTHER that staff contact Focus to commence working on the project immediately.

PUBLIC QUESTION PERIOD
Jackie Pearase of the North Valley Echo questioned the number of streetlights that would be required for the Vetter subdivision. Specific requirements are to be determined through development process.

Moved by Councillor Ludwig, seconded by Councillor Cyr that Section 2.3.6 of Schedule A of City of Enderby Subdivision Servicing and Development Bylaw No. 1278, 2000 be varied such that the road base does not require upgrading under the existing asphalt, but that an overlay to centreline be required;
AND THAT
Section 2.3.7 of Schedule A and Schedule B of City of Enderby Subdivision Servicing and Development Bylaw No. 1278, 2000 be varied to not require a sidewalk on the condition that a guardrail be installed.

CLOSED MEETING RESOLUTION
Moved by Councillor Ludwig, seconded by Councillor Cyr that Council hold a meeting closed to the public in order to discuss one or more topics under Section 90 of the Community Charter.
