Moved by Councillor Cyr, seconded by Councillor Wejr that the agenda be approved as circulated.

ADOPTION OF MINUTES

Regular Meeting of February 4, 2008

Moved by Councillor Ludwig, seconded by Councillor Wejr that the minutes of the regular meeting of February 4, 2008 be adopted as circulated.

BUSINESS ARISING FROM THE MINUTES AND/OR UNFINISHED BUSINESS

Splatsin First Nation - Service Agreements

The Administrator reported that one-year agreements are now in place for water, fire and sewer. Work will begin on developing longer-term agreements.

Ministry of Children and Family Development - Correspondence dated February 7, 2008
Re: Response to letter regarding youth programs and services in Enderby

Moved by Councillor Ludwig, seconded by Councillor Vetter that the correspondence be received and filed.

BYLAWS - 3 Readings

Council Procedure Amendment Bylaw No. 1409, 2008

Moved by Councillor Case, seconded by Councillor Wejr that Council Procedure Amendment Bylaw No. 1409, 2008 be given three readings.
Carried Unanimously

REPORTS

Councillor Cyr

- Attended a meeting at M.V. Beattie School regarding air quality. They are awaiting study results.
- Regional Services Committee addressed septic/disposal fees and recycling. The recycling program has been so successful, the facilities are finding it difficult to accommodate the volumes.
- Attended RCMP Stakeholders meeting. Cpl. Moore will be getting a Community Consultative Group established.
- The Enderby/Area F Services Committee received a donation from the grad class to be used towards a project for Riverside Park.

Councillor Ludwig

Councillor Ludwig attended an Emergency Social Services meeting. Consideration is being given to using the Drill Hall as an emergency centre rather than the Senior Centre due to easier access to the building.

Mayor Phillips

- Testing has been received on the M.V. Beattie School which do not indicate problems. Another company is being called in to do more testing.
- Enderby was well represented at the RCMP Stakeholders meeting. Police visibility was a common thread, as was communication issues with social agencies. The importance of bylaw officers was expressed by the RCMP.
- Via Highway 97 meeting discussions focused on a main transportation route to alleviate heavy traffic through communities. Chambers of Commerce involvement will be included.
- Spirit of BC kick-off took place on City Hall steps last Saturday.
- There is a Victim Assistance Appreciation dinner on May 3rd. The Mayor will attend unless another member of Council so wishes.

Treasurer - Recommended Dates for 2008 Budget Approval Process

A revised schedule was circulated. Councillors are to advise if dates pose a problem.

Ministry of Community Services - Correspondence dated February 4, 2008
Re: British Columbia Asia Twinning Project

Moved by Councillor Cyr, seconded by Councillor Ludwig that the correspondence be received and filed.

Jacob and Pia Ypma - Correspondence dated February 7, 2008
Re: Johnston Avenue Extension for Access Road

Discussion occurred as to whether the access would be a dedicated road or an easement across City property. The Administrator will schedule a meeting with the Director of Engineering and Public Works and the Ypma's and will report back to Council.

Removal of Trees at Riverside RV Park - Memo dated February 11, 2008 from Director of Engineering and Public Works

Moved by Councillor Case, seconded by Councillor Shipmaker that the report from the Director of Engineering and Public Works be accepted as presented and that the Lions Club be permitted to remove the beetle infested trees marked for removal on the following conditions:
1. Any costs incurred by the City, such as stumpage fees be reimbursed from the $3,500 in the Joint Chamber Program;
2. The City of Enderby be additionally named on the Lions Club insurance policy for this project;
3. The Lions Club meet all Federal, Provincial and local legislation including Worksafe BC requirements;
4. The Lions Club meet all Worksafe BC requirements as stated in their inspection report issued December 5, 2007.
AND FURTHER that the City inform the Regional District of North Okanagan of the pending work.

CLOSED MEETING RESOLUTION

Moved by Councillor Case, seconded by Councillor Wejr that Council hold a meeting closed to the public in order to discuss one or more topics under Section 90 of the Community Charter.
Carried Unanimously
