Moved by Councillor Ludwig, seconded by Councillor Case that the agenda be approved as circulated.

BYLAWS - 3 Readings

Development Application Fee Bylaw No. 1391, 2007

Moved by Councillor Wejr, seconded by Councillor Ludwig that Development Application Fee Bylaw No, 1391, 2007 be introduced and read a first time by title only and carried through to three readings.

BYLAWS - Adoption

Alternate Approval Process Report

Moved by Councillor Wejr, seconded by Councillor Case that the report be received and filed.

Fire Protection Loan Authorization Bylaw No. 1389, 2006

Moved by Councillor Wejr, seconded by Councillor Ludwig that Fire Protection Loan Authorization Bylaw No. 1389, 2006 be reconsidered and adopted.
Carried Unanimously


Moved by Councillor Wejr, seconded by Councillor Case that the Fire Chief be authorized to obtain three quotes for the provision of a pumper truck and associated apparatus.

REPORTS

Councillor Ludwig

Councillor Ludwig attended the Spirit of B. C. Function at the Chamber of Commerce and the Lieutenant Governor's luncheon and reception.

Councillor Case

Councillor Case requested a message from the Mayor for the Chamber of Commerce “Exploring Enderby” publication.

Councillor Case reminded Council of the Midget AA Hockey Tournament taking place in March and encouraged Council to attend.

Councillor Case attended the Lieutenant Governor's luncheon and reception.

Councillor Wejr

Councillor Wejr reminded Council of the March 1, 2007 meeting in Vernon regarding Service Reviews.

Transit ridership in 2006 increased over 2005.

Lieutenant Governor's luncheon and reception was very enjoyable.

Mayor Phillips

Mayor Phillips commented on the Lieutenant Governor's personable interaction with members of the community.

Administrator

The Administrator reported that all grant applications have been submitted on time other than the Local Motion application for downtown crosswalks, as mandatory application criteria could not be met. She will be taking 2 weeks vacation March 5 thru 16 and will therefore be absent from the March 5 Council meeting.

Building Permit Reports - January 2007

Council Directives Tracking Form - to February 14, 2007

The Administrator reminded Council of the scheduled meeting with the Splats'in Nation on Monday, February 26 at 12:00 noon at the Timber Creek Hall.

NEW BUSINESS

Regional District of North Okanagan - Correspondence dated February 1, 2007
Re: B.C. Cattlemen's Association Request for Expansion of Grasslands for Ranching

Discussions:
€ There are tests available to determine source of contamination.
€ Unknown whether Ministry of Forests and Range actually enforce restrictions on grazing cattle.
€ The City is not qualified and does not have enough information to respond to the questions being asked in the correspondence.
€ This issue effects the north of the province more as they are seeking to increase their grazing land.

Moved by Councillor Shipmaker, seconded by Councillor Case that the Regional District of North Okanagan be advised that the City does not have the expertise or sufficient information to answer the questions posed in their February 1, 2007 correspondence regarding B. C. Cattlemen's Association request for support of expansion of grasslands for ranching.

Moved by Councillor Ludwig, seconded by Councillor Shipmaker that a copy of Mr. Elger's letter be forwarded to Enderby in Bloom and Enderby/Area F Services Committee for information.

Re: Traffic Issues on Kildonan Avenue

Moved by Councillor Wejr, seconded by Councillor Ludwig that 30 km per hour playground signs be installed on Kildonan Avenue.

The Administrator commented that a copy of Mr. Wray's letter has been attached to the Local Motion funding application to demonstrate public support for sidewalk upgrades in the area.

Enderby and District Museum Society - Correspondence dated Feb. 13, 2007
Re: Display of Large Artefacts along River Walk

Mr. Bob Cowan was present to answer questions:
€ Possible sites identified are behind the water treatment plant building or just north of Regency on the River. The committee is awaiting support of Council before determining a permanent location.
€ Maintenance should not be costly.
€ If located north of Regency on the River, approval from the Enderby/Area F Services Committee will be required; if located behind the water treatment plant, there is a concern that planned upgrades to the facility may effect the site.

Moved by Councillor Ludwig, seconded by Councillor Wejr that Council support in principle the proposed project to display historic artefacts at a location to be determined along the River Walk.

RE: Excerpts from the Throne Speech

Moved by Councillor Ludwig, seconded by Councillor Case that the correspondence be received and filed.

PUBLIC QUESTION PERIOD

Jackie Pearase of the North Valley Echo questioned the issue of parking on Kildonan Avenue which was identified in Mr. Wray's letter. The Administrator stated that the sidewalk improvement project, if approved, will address parking on one side of Kildonan Avenue.

Positive feedback about Enderby hosting the Midget AA Provincial Championship has been received from the North Okanagan Minor Hockey Association.

Ms. Pearase also requested a copy of the existing Development Application fees. A copy will be forwarded to her.

CLOSED MEETING RESOLUTION

Moved by Councillor Case, seconded by Councillor Ludwig that Council hold a meeting closed to the public in order to discuss one or more topics under Section 90 of the Community Charter.
