BUSINESS ARISING FROM THE MINUTES AND/OR UNFINISHED BUSINESS

Community Tourism Program - Application: Shuswap River Safety, Access and Exit

Moved by Councillor Wejr, seconded by Councillor Ludwig that the City of Enderby endorse the Shuswap River Safety, Access and Exit Project proposal as a joint venture between the City and Electoral Area F of the Regional District of North Okanagan and apply for the full funding allocation of $24,986.04 under the Community Tourism Program.

Local Motion Funding Applications

a) Ranking of Projects

Discussions:
- As road width on Bass from Brickyard Road to Kate Street is quite wide, extending the sidewalk east from Kate St. & Kildonan to Waterwheel is preferred to extending it west from Kate St. to Brickyard.
- Sidewalk project would create linkage for recreation, school and industry and would address parking issues on Kildonan;
- Crosswalk improvements downtown will assist residents who have mobility challenges.

Moved by Councillor Wejr, seconded by Councillor Cyr that the ranking of Local Motion Funding applications be:

1. Construction of a walkway along Kildonan Avenue to Kate Street, along Kate Street south to Polson Avenue and north to Bass Avenue and along

Bass Avenue to Waterwheel Street, providing linkages between the Downtown Core via the existing Riverwalk, recreational and residential properties, the High School and the Industrial Park;
2. Construction of crosswalks in the downtown core, including slip resistant surfacing and highly visible markings, to increase to safety of the general walking public, seniors and those with mobility challenges;

b) Community Walking / Cycling Network Plan

A community walking/cycling network plan is required in order to qualify for funding. The Administrator informed Council that mapping will accompany the application showing existing and proposed sidewalk network and existing bicycle path.

Moved by Councillor Shipmaker, seconded by Councillor Wejr that Council support the Community Walking / Cycling Network Plan as indicated on mapping showing existing sidewalks and the condition of these sidewalks, Riverwalk, cycling path, and proposed new sidewalk network linking Riverwalk, recreation, residential, school and industrial areas.

City of Enderby Zoning Bylaw No. 966, 1987 Text Amendment Bylaw No. 1390, 2007
Re: Minimum Lot Size and Frontage in the C.1 Zone

Moved by Councillor Wejr, seconded by Councillor Shipmaker that the City of Enderby Zoning Bylaw No. 966, 1987 Text Amendment Bylaw No. 1390, 2007 pertaining to minimum lot size and lot frontage standards of the General Commercial (C.1) Zone be given first and second reading and referred to Public Hearing.

REPORTS

Councillor Cyr

Councillor Cyr met with Sue Gubbels of Interior Health and the manager of Parkview Place to view the palliative care room. The room has a view of the gardens and will be used for both palliative and respite care. The room is expected to be made available in the next week or two and will service Enderby and District residents. Staff will be receiving specialized training in palliative care. Councillor Cyr will be contacting local merchants to discuss furnishing options.

Councillor Ludwig

Councillor Ludwig attended an Enderby and District Arts Council meeting.

Mayor Phillips

Okanagan Leadership Forum:
- Housing prices are predicted to keep rising;
- Encouraging secondary suites can help support affordable housing;
- Recommendations from Affordable Housing Workshop include: encouraging developers to increase floor space by 50% for affordable housing and 20% for non-market affordable housing, and charging DCC's at a square foot rate rather than per unit;

- Vernon will be taking a motion to OMMA to lobby senior levels of government to help address affordable housing;
- Landlord Tenancy Act is in need of review as it currently favours the tenant.

Transportation:
- Transit is subsidized 46% by the province;
- Discussions regarding valley-wide transit - specifically for OUC students.

Community Advisory Committee:
- Doug Blackie, Site Manager is in charge of pandemic flu planning for Interior Health and work is underway;
- Approximately $15,000 has been received in donations. A cast-cutter and ambulatory blood pressure monitor have been purchased;
- $200,000 additional funding has been secured for Community Health Centre budget;
- Wayne Senner, Nurse Practitioner and Doug Blackie, Site Manager have been invited to a Primary Health Conference in Edmonton and will be presenting on “Integration of a Nurse Practitioner into a Primary Health Care Centre”;
- Terms of reference for CHC have been revised.

Mayor Phillips reminded Council members attending the luncheon and reception with the Lieutenant Governor of British Columbia luncheon on February 15th to be at the Legion by 12:10 p.m..

It is the 3rd anniversary for Family Place on Wednesday, February 7th.

The deadline for nominations for the Order of B. C. is 5:00 p.m. March 10th. This year, Lieutenant Governor of British Columbia Iona Capagnola will be presenting the awards to outstanding British Columbians who have excelled in any field of endeavour - such as community leadership, the arts, labour, business, volunteer service, research and education - benefiting the people of the province or elsewhere.

Financial Position to December 31, 2006

The Administrator noted that the figures in the report are preliminary. Surplus figures include funding for projects carried over from 2006.

Council Directives Tracking Form as at January 31, 2007

The Administrator informed Council that all 3 MRIF applications were submitted by the deadline; Barb Craven is preparing the application under the Spirit Squares funding program; and both the Towns for Tomorrow and Local Motions funding applications will be submitted by the deadline.

A used emergency generator has not yet been located. It may become necessary to budget a capital expenditure to purchase a new generator.

Administrator - Verbal Report

- An information meeting relating to the Regional District Service Review is taking place Thursday, March 1st from 1 - 4 p.m. at the Vernon

Performing Arts Centre. All elected officials are invited. A representative from the Ministry of Community Services will be present to explain the review process and a presentation will be provided on the issue of overhead allocations.
- The Regional Economic Development Service has been placed on hold. It will not be presented during the 2007 budget year. It may be reviewed again at a later date.
- NORD has applied for funding under the Strategic Priorities Fund for development of a Regional Growth Strategy. Details will be provided at a later date.
- Farm and Ranch Safety and Health Association in conjunction with Emergency Programs is hosting a free seminar for farmers on March 3rd from 1 - 4 p.m. in Armstrong. The seminar deals with emergency issues specific to the farming industry.

- Shift in apportionment matches the formula used for the parks and recreation function.
- City's apportionment increased by $2,234.

Moved by Councillor Shipmaker, seconded by Councillor Wejr that pursuant to the provisions of Section 801.4 (consent on behalf of municipal participating area) of the Local Government Act, the Council of the City of Enderby does hereby consent, on behalf of the electors of the City of Enderby, to the Board of the Regional District of North Okanagan adopting the following bylaw:

“Enderby and District Cemetery Local Service Establishment
Amendment Bylaw No. 2216, 2007”

to amend Enderby and District Cemetery Local Service Establishment Bylaw No. 1239, 1994 by amending the method of cost recovery for that service.
