Minutes of a Committee-of-the-Whole Meeting held on Monday, February 5, 2007 at 6:00 p.m. in the Council Chambers of City Hall.

NEW BUSINESS

Development Application Fees

Discussions:
- Rates have not been reviewed since 1994. At one point, Enderby, Armstrong, Spallumcheen and Lumby all had the same fee structure. Lumby and Armstrong have increased their rates, and Spallumcheen is considering reviewing their rates.
- The analysis report from the General Manager of Electoral Area Services provides a detailed look at actual costs associated with each type of development applications and indicates that the Enderby fees are falling significantly short of actual costs. Eg: DVP averages costs for Development Services staff alone is $473 - current fee is $240.
- Consideration for difference between a Development Permit and Development Variance Permit: a Development Permit issued for applicants who are in accordance with existing bylaws; a Development Variance Permit is for applicants wishing to construct outside of the bylaws. The application fee is currently the same for both applications.
- Subdivision applications are the most costly to process.

It was the consensus of the Committee to recommend the following amendments to the Development Application Fees:

OCP Amendment $1,000 *
Zoning Bylaw Amendment/Rezoning $1,000 *
Joint OCP Amendment / Rezoning $1,200 *
* $350 refundable if application does not proceed to Public Hearing
Development Variance Permit $450
Development Permit $330
Subdivision:
-1st parcel (application) $500
-each additional parcel or strata lot created $155
-Inspection fees on subdivisions creating
more than three lots 3% on the first $500,000
2% on the second $500,000
1% on the balance over
$1,000,000 (of the
estimated costs of
constructing utilities and
roads, as approved by the
City Engineer)



It was the consensus of the Committee to recommend removal of the PLA Approval Status Review fee.

It was noted by the Administrator that a Development Fee Bylaw will reflect the changes to the fee structure. The inspection fees will be reflected in an amendment of the Subdivision Servicing and Development Bylaw.
