Moved by Councillor Wejr, seconded by Councillor van Berkel, that the minutes of the Regular Council Meeting, held on December 15, 2003, be adopted as circulated.

B. C. Cancer Agency — Lori Borchert & Wendy Aasen

Re: Air Quality and Health

• A series of overhead transparencies were shown to Council to raise awareness of the connection between air quality and health in the Okanagan.
• Causes of poor air quality in the Okanagan include smoke, dust and to a lesser extent, ozone.
• Most at risk are the young, the elderly, those with lung and heart disease, and outdoor enthusiasts.
• Costs of poor air quality include health, tourism, environmental damage, and quality of life.
• Wendy Aasen writes an article for the Morning Star covering air quality issues.
• A vehicle emissions clinic was well attended last year, and they hope to have another one this year.
• Any group interested in a presentation on air quality and health are welcome to contact Ms Borchert or Wendy Aasen.

The Planner provided background information on this application to Council. The recommendation to deny this application was based on survey and Open House reports. The applicant has since garnered signatures on a petition.

Residential development in this area designated for industrial use is not desirable due to land use conflicts, access issues, and the general concept of development on the fringe of the City.

Discussion: The following observations were presented:

• There is waiting room at business for clients while vehicles are brought from back parking lot.
• The landlord could be approached to install a backdoor.
• There appears to be no evidence of support from business owners on the petition which accompanied request.

Re: Computer Network

Discussion:

• Of the estimated cost of $12,000 - $14,000, the server is approximately $7,000; the balance being licensing, software costs etc. Three quotes obtained were all similar.
• There is NORD staff willing to provide expertise by reviewing the components.
• Vadim quotes are in addition to annual maintenance and support costs. Vadim is used for some, but not all maintenance.
• Changing providers from Vadim is a very costly option.
• Vadim’s annual costs are similar to those of other municipal financial software providers.
• The option of leasing equipment opposed to purchasing is approximately twice as expensive. Administrator will investigate further to reconfirm.

Moved by Councillor Wejr, seconded by Councillor Ludwig that the City purchase a new computer network server, to be funded from the 2003 Administration budget surplus;

AND FURTHER that an equipment replacement reserve fund be established in order to spread the impact of anticipated software and capital costs over the life of the items to be purchased.

• Councillors traditionally have served Wheels to Meals to seniors during spring break. The following Councillors volunteered for 11:30 a.m. March 10 at the Senior Centre Councillor Ludwig, Councillor Brookes, Councillor Wejr, Councillor Vetter, Councillor Shipmaker.
• Attended the Career Centre Open House.
• A primary care nurse has been hired for the Community Health Centre. Doctors are currently being recruited. Upgrades to the facility have gone to tender. The Centre is expected to be operational by summertime.

• Attended the Career Centre Open House.
• Attended OCP Advisory Committee meeting.
• Spoke with the District of Salmon Arm and B. C. Transit to confirm that figures in last report were accurate. There is a transit meeting on Thursday, January 22. Councillor Ludwig will meet with the Administrator to compile a report for Council.
