BUSINESS ARISING FROM THE MINUTES AND/OR UNFINISHED BUSINESS
Barb Craven - e-mail dated January 11, 2008
Re: Dragon Parade and Spirit of BC Flag Raising
Ms. Craven responded to queries from Council:
- Spirit of BC Funding will be required in order for the parade to proceed. Reading of proclamation can be done regardless of funding;
- Banner would be more appropriate than a flag as the flag pole at City Hall is not mechanical;
- Parade route will not include George Street. The Chinese Benevolent Society is providing guidance for the parade.
Moved by Councillor Case, seconded by Councillor Cyr that the City approve the street closure of Cliff Avenue from George Street to Old Vernon Street for the duration of the Dragon Parade on February 9th.

REPORTS
Councillor Case
Councillor Case reported that the recommendation of an expert in the logging industry is to burn, not chip the wood and debris removed from Riverside Park. Burning also applies to the firewood.
Mayor Phillips noted that there have been similar reports received supporting this opinion.
Councillor Cyr
Enderby/Area F Services Committee:
- Comprehensive Parks Plan draft was reviewed in detail;
- Excellent report was received from Neil Brookes on the Shuswap River Safety Project;
- The Lawn Bowling Club location has been approved on a temporary basis pending professional advise on future layout of the park.
Regional Services Committee:
- Discussions included air quality, burning, disposal of risk materials;
- Financial plans were reviewed.
Councillor Shipmaker
Councillor Shipmaker attended a Regional Board budget meeting on January 17th. The following items are of interest to Enderby:
- $100,000 to be spent on Regional Economic Development only if by unanimous consent;
- Transit costs will increase from $4,000 to almost $8,000 due to increased ridership;
- Parks and Recreation costs will increase due to lack of reserves. Arena costs and the Mabel Lake boat launch have depleted the reserves;
- Fire Inspection services costs will increase by approximately $2,700. Coldstream has opted out of the service.
Councillor Shipmaker noted that Council should provide any feedback prior to January 24th.
Mayor Phillips
Community Advisory Committee:
- A new Nurse Practitioner has been hired for the Health Centre. Until the end of the month, she will work between the Enderby Health Centre and the Downtown Primary Care Centre in Vernon.
- Armstrong is suffering a huge shortage of physicians. Recruitment is being heavily pursued, but is impacting the Enderby Health Centre.
- Interior Health is implementing a Smoke free Environment Policy to align with Provincial smoke free legislation, both taking effect on March 31st. The only exemption is cultural ceremonial use of tobacco. Consideration is being given to the possible exemption for mental health and addiction, palliative care, and residential care.
Mayor Phillips reported that she has nomination documents for the Order of British Columbia.
There has been concern expressed regarding the process that was followed for the removal of the problem trees at Riverside Park. Mayor Phillips asked that a detail report be obtained from the Enderby/Area F Services Committee outlining the procedures that were in place. Councillor Cyr will provide the report to Council.

Fortune Parks and Recreation - Comprehensive Parks Plan
Councillor Shipmaker noted that the detailed review of the draft plan resulted in few changes. Due to definitions of park categories, most of our parks do not fit into the appropriate category. Therefore, the criteria will be changed from size to actual use in determining the type of park. For example: Riverside Park, although not large enough by definition will still be considered an Active Park. Likewise, Tuey Park and Mara Park are considered Water Parks.
There were other minor phrasing changes.
Moved by Councillor Ludwig, seconded by Councillor Cyr that the City of Enderby accepts in principle the Comprehensive Parks Plan Draft #1 as amended by the Enderby/Area F Services Committee.

CLOSED MEETING RESOLUTION
Moved by Councillor Cyr, seconded by Councillor Case that Council hold a meeting closed to the public in order to discuss one or more topics under Section 90 of the Community Charter.
