ADOPTION OF MINUTES

Minutes of Regular Meeting of December 16, 2002

Moved by Councillor Wejr, seconded by Councillor Brookes, that the minutes of the Regular Council Meeting, held on December 16, 2002, be adopted as circulated.

BYLAWS — Adoption

Temporary Borrowing Bylaw No. 1315

Moved by Councillor Ludwig, seconded by Councillor Shipmaker that Temporary Borrowing Bylaw No. 1315 be reconsidered and adopted.

CORRESPONDENCE

B. C. Hydro — December 13, 2002

Re: Electric Service Design for Regent Avenue

Discussion: The quote from B. C. Hydro is strictly their portion of the project. Additional costs could very well put the project at as much as $25,000.

Superintendent of Public Works provided Council with a brief history of the issue surrounding the Regent Avenue water pumps. A storm vault was installed to alleviate flooding in the area during high water levels on the river. Lift station pumps were added to get water away from city storm drains. The pumps are only operational during high water and start automatically when the need arises. Local residents have registered complaints about the noise from the generators, thus the request to B. C. Hydro to quote on installing an electrical system. Another option is a system called Adaphase, but early investigation revealed that this could be as costly as the B. C. Hydro quote. The generators operate over a short period each year, and some years not at all.

Moved by Councillor Wejr, seconded by Councillor Brookes that a letter be sent to affected residents advising that the installation of electric pumps is cost prohibitive at this time, and that staff will investigate methods of buffering the noise from the generators.

R.C.M.P. Enderby Detachment — December 30, 2002

Re: Smoker’s Corner

Discussion: The R.C.M.P. patrol the area at lunch time, and both teachers and parents also conduct walk-by’s. Once advised of the next Community Consultative meeting, Council will send a representative.

Administrator — January 6, 2003

Re: 2003 Council Meeting Schedule

Discussion: Administrator pointed out that a "summer schedule" is in effect for July and August with only one meeting per month. Should additional meetings be necessary, notice will be provided.

Moved by Councillor Wejr, seconded by Councillor Brookes that the 2003 Council Meeting Schedule be adopted.

NEW BUSINESS

Council Committees and Liasons

Re: Expression of Interest

Discussion: A bylaw is required to establish the committees. Any member of Council may attend the meetings, but only Committee members vote.

Goals, Objectives and Budgeting Session

Discussion: General consensus was that it would be beneficial to hold the session after the Seminar for Newly Elected Officials. Administrator indicated that the financial statement for 2002 will not be completed till late January, and feedback from Council will assist in preparation of 2003 budget. Mayor indicated that a facilitator may be hired to assist with the session. The Goals, Objectives and Budgeting Session is scheduled for Saturday, February 22, 2003. Times and venue will be communicated.

REPORTS

Mayor Phillips

Mayor Phillips noted that the Library began moving to its new location this day and that the move is progressing quickly.

Councillor Wejr

Councillor Wejr inquired as to whether the city was providing for Christmas tree drop off. Public Works Superintendent advised that the advertised drop off was held on January 4th and 5th, but that the Public Works Yard would continue to accept trees during the week of January 6th thru 11th.

Councillor Ludwig

Councillor Ludwig attended an M. V. Beattie crossing guard meeting in December. The group is once again requesting that a traffic light be installed at the Knight Avenue crossing.

Moved by Councillor Wejr, seconded by Councillor Ludwig that a letter be sent to the Minister of Transportation requesting once again that traffic lights be installed at the intersection of George Street and Knight Avenue.

Public Works Superintendent

With snowfall being very light to date, things have been quiet with the public works crew. Public Works Superintendent explained the anti-icing and sanding process to Council. The city is using sand and magnesium chloride with the sand which is working well. It is too early to make comparisons as there is not enough data available.

An invitation to Council was extended to tour the city’s Public Works facilities. March or April may be a good time to schedule such a tour. Should any member of Council wish to see something prior to a scheduled tour, they are encouraged to speak to Public Works Superintendent to arrange a viewing.

Administrator

Administrator reported to Council that she recently spoke with the Regional Manager for the Minister of Highways in follow-up to the meeting held in September. He reported that the left turn lane from George Street onto Cliff Avenue is considered high priority for the region.

The Community to Community Forum is completed, but meetings with the Spallumcheen Indian Band are not. The next meeting is scheduled for January 29th at the Coulter House Restaurant. Discussions from the last meeting included a request that each group designate a youth and an elder representative. Consensus of Council was to invite Cody Vigue to serve as the city’s youth representative, and Louis Lachapelle as the city’s elder representative.
