ADOPTION OF MINUTES

Minutes of June 2, 2003

Moved by Councillor Ludwig, seconded by Councillor van Berkel, that the minutes of the Regular Council Meeting, held on June 2, 2003, be adopted as circulated.

BYLAWS — 1st and 2nd Readings

Bylaw No. 1331

A Bylaw to Amend the Text of Zoning Bylaw No. 966

The Planner outlined the request of the property owners. The Planner feels that this amendment to the text will assist other businesses by eliminating the need for re-zoning. It was consensus that the proposed use of the property is well suited to the Industrial Park.

Moved by Councillor Wejr, seconded by Councillor van Berkel that Zoning Bylaw Text Amendment No. 1331, 2003 be introduced and read a first time by title only.

CARRIED Unanimously

Moved by Councillor Wejr, seconded by Councillor Shipmaker that the second section 1 of Zoning Bylaw Text Amendment No. 1331, 2003 be re-numbered section 2 and amended by deleting the words "Uses permitted in the General Industrial Zone (I.2)" and substituting the following therefore: "Manufacturing, processing, and storage of wood products including log homes, lumber and building materials, millwork products, plywood and veneer, poles, prefabricated and structural wood products, shingles and wood preserving."

Sprinkling Restrictions Bylaw No. 1332

Moved by Councillor Wejr, seconded by Councillor van Berkel that Sprinkling Restrictions Bylaw No. 1332 be reconsidered and adopted.

BYLAWS — 3 Readings

Security Issuing Bylaw No. 1333

Sewer Treatment Plant Upgrade Project

Moved by Councillor Wejr, seconded by Councillor Ludwig that Security Issuing Bylaw No. 1333 be introduced and read a first time by title only and carried through to three readings.

CORRESPONDENCE

NORD — May 29, 2003

Re: Support for Local Log Salvage Operations Initiatives

Moved by Councillor van Berkel, seconded by Councillor Wejr that a letter be issued to NORD in support of their initiative to transfer the administration of local log salvage operations to the Regional District.

Re: UBCM 2003 Conference Resolution

Moved by Councillor Ludwig, seconded by Councillor Wejr that the correspondence be received and filed.

OMMA — May 29, 2003

Re: Coquihalla Highway

Moved by Councillor Shipmaker, seconded by Councillor van Berkel that a letter be sent to the Minister of Transportation asking for justification from an economic standpoint for privatization of the Coquihalla Highway.

A.J. Promotions — June 9, 2003

Re: Enderby Charity Festival

Moved by Councillor Ludwig , seconded by Councillor Wejr that permission be granted to AJ Promotions to close off Cliff Avenue, from George Street to Maud Avenue, and Belvedere Street, from Cliff Avenue to Mill Avenue from 4:00 pm to 9:00 pm on August 8th for the Enderby Charity Carnival.

CARRIED Unanimously

Discussion: It was felt that the Council should accept the challenge to participate in the event. Ideas for a booth to be determined at a later date.

Mardan Enterprises Ltd — June 6, 2003

Re: Cleanup

Discussion: The Ministry of Forests is working on finding a market for the waste. The Ministry of Forests has had birddogs fly over the area and they are prepared to respond if an incident occurs. They have a 25 minute response time should their bombers be in the area. An emergency plan is being developed should a major fire develop.

Moved by Councillor Wejr, seconded by Councillor Ludwig that the correspondence be received and filed.

UNFINISHED BUSINESS

C. O. P. S., Enderby Group — May 6, 2003

Re: Request for Funding

Moved by Councillor Wejr, seconded by Councillor Shipmaker that the City support the Enderby Group of C.O.P.S. with a contribution of $500.00.

Policy Adoption

Re: Encroachment of Sidewalks

Moved by Councillor van Berkel, seconded by Councillor Wejr that the Encroachment on Sidewalks policy dated June 16, 2003 be adopted.

REPORTS

Mayor Phillips

Written Report — It was agreed that Council will participapte in the parade this year. Councillors also agreed to fund the cost of candy by contributing $20 each.

In addition to the written report, Mayor Phillips reported that the Wheels in Motion event of June 14 was very poorly attended.

Excessive speed by boaters on the river has been causing erosion. The newspaper reporter will address this issue in an upcoming issue of the Echo.

Councillor Shipmaker

Councillor Shipmaker reminded Council that one of the three priorities established at the retreat of Feb. 22 was youth. He inquired as to whether any ideas were ready to be brought forward.

Councillor Wejr

Councillor Wejr reminded Council that the Annual Just for Kids Golf Tournament is June 22nd at Birchdale. Prizes are still being collected and would be gratefully accepted.

Councillor Ludwig

Councillor Ludwig reported that the Enderby in Bloom garden lot is coming along with topsoil now in place.

The Health CoOp is hoping to obtain the old hospital building for assisted living purposes, as it is unlikely that a private hospital would be supported by the IHA. The Hon. George Abbott indicated that he is supportive of the plans of the Health CoOp.

 

Administrator

In addition to the written report, the Administrator advised Council that a Public Meeting is required prior to June 30 to present the 2002 audited Financial Statements and Statement of Remuneration and Expenses. A date of Monday, June 23rd at 5:00 was chosen to hold the Public Meeting. Due to time constraint, an ad will be placed in the Morning Star.

MFA has offered Council a seminar at no cost for Monday, October 20th at 3:00 p.m.

The Administrator reminded Council of the summer meeting schedule. The next regular meeting is scheduled for July 14th.

Revenue and Expenditure Report — May 2003

Moved by Councillor van Berkel, seconded by Councillor Vetter that the report be received and filed.

Public Works Superintendent

Discussion: Concern was expressed about the noise from the generator on Regent Avenue. A buffer that was to be installed is not yet in place.

It was noted that Streets and Sidewalks Committee Minutes are to be presented to Council. The Public Works Superintendent will be asked to have them submitted for next meeting.

Moved by Councillor Wejr, seconded by Councillor Vetter that the reports be received and filed.

CLOSED MEETING RESOLUTION

Moved by Councillor Wejr, seconded by Councillor van Berkel, that Council hold a meeting closed to the public in order to discuss one or more topics under Section 242.2 of the Local Government Act.

On a motion by Councillor Wejr the regular meeting adjourned at 8:15 p.m.
