ADOPTION OF MINUTES

Minutes of May 20, 2003

Moved by Councillor Wejr , seconded by Councillor van Berkel, that the Minutes of the Regular Council Meeting, held on May 20, 2003, be adopted as circulated.

DEVELOPMENT APPLICATIONS

Development Variance Permit No. 02-0527-END-DP
Re: Request to Amend

Moved by Councillor van Berkel, seconded by Councillor Ludwig that Section 4.c of Development Permit #02—527-END-DP be amended as follows:

The landscaping and screening shall be done in accordance with Schedule "C" on the condition that the screening will consist of one or a combination of the following:
i. a peeled and stained log façade fence 2.0 metres in height or,
ii. pyramid cedars a minimum starter height of five (5) feet,
iii. a combination of burming and cedars to achieve a starter height of five (5) feet above existing grade.

Citizens on Patrol, Enderby Group – May 13, 2003
Re: Grant Request

Moved by Councillor Brookes, seconded by Councillor van Berkel that the City issue financial support in the amount of $500 to the Enderby Citizens on Patrol Group.

Discussion: There has been no monies budgeted for this request. Since vandalism is a problem in Enderby, it was suggested that the City should support the group financially. COPS patrol in vehicles and therefore do not patrol the Riverwalk. It was suggested that statistics be obtained from Sergeant Dibblee and Constable Gobeil to determine the effectiveness of the group.

Moved by Councillor van Berkel, seconded by Councillor Wejr that item be postponed until after meeting with the RCMP on June 16, 2003.

Stantec – May 27, 2003
Re: Spallumcheen Band Proposed RV Park

Discussion: The Administrator explained that the approval is conditional on a report from Stantec and having a formal agreement in place. Council had approved the proposed 15 seasonal sites, but not a permanent caretaker site. There was concern raised regarding water pressure and its effect on firefighting flows.

Moved by Councillor Wejr, seconded by Councillor Ludwig that the Spallumcheen Band be contacted to determine their interest in proceeding in light of the information provided by Stantec.

UNFINISHED BUSINESS

Administrator – May 28, 2003
Re: Encroachment on City Sidewalks

Discussion: It was pointed out that the Encroachment / License Agreement may conflict with existing Street and Traffic Bylaw No. 1079.

Moved by Councillor Wejr, seconded by Councillor Brookes that Encroachments on City Sidewalks Policy be postponed until Staff investigates existing bylaws.

REPORTS


Administrator

Discussion on items in written report:
… MFA Workshops – it was general consensus that a date prior to the UBCM convention (week of Sept. 22) be submitted to MFA for a workshop.
… Mardan Enterprises – The Regional Fire Commissioner, Local Assistant to the Fire Commissioner and representative of the Ministry of Forests have met with Administrator regarding status of orders issued to Mardan. There are concerns that the fire hazard on the property are high to extreme. The City has no authority to take action at this point. The Honourable George Abbott, MLA will visit the site this week and will hopefully offer assistance to expedite the process. He will be involved with whatever process is undertaken. Issues raised by Councillors could not be addressed until meeting with the Minister.
… Softwood Industry Community Economic Adjustment Initiative – Due to the tight deadline for submissions, a Stage 1 proposal was submitted by the Administrator relating to the development of Maud Square. There was insufficient information available to submit a proposal for Industrial Park access. Should the proposal result in an invitation to go to Stage 2, Council will be asked to endorse the proposal.

Public Works Superintendent

Discussion on watering restrictions written report:
… It was suggested that perhaps the North Valley Echo newspaper could publish ideas about water conservation.
… "Droplets" with conservation ideas could be posted in City Hall during tax collection period.
… Institutions such as schools and other public buildings should be encouraged to replace toilets with low-flow models. Public Works Superintendent says that there is data available from a previous survey which may indicate numbers already in use.
… Consolidation of a rain pail collection program.

Moved by Councillor Wejr, seconded by Councillor Ludwig that watering restrictions be imposed to permit watering on odd numbered days by homes with odd house number, on even numbered days by homes with even house number, between the hours of 6:00 a.m. – 9:00 a.m. and 6:00 p.m. – 9:00 p.m., from June 17, 2003 thru October 1, 2003

Councillor Brookes

Councillor Brookes attended an RCMP Community Consultative Committee meeting and reported that Grad is set for June 6.

Councillor van Berkel

Councillor van Berkel attended the community flag photo op in Armstrong with the Vancouver 2010 Olympic Committee, as well as an economic development meeting with Legacy Now, Small Business BC, and the Vancouver 2010 Olympic Committee. Small Business B.C. has been invited to a Chamber of Commerce meeting to help promote the Enderby area.

Councillor Wejr

Councillor Wejr reported that Jackie Pearace and Sharon Webb attended a Health Coop meeting in Nelson. She also reported that the Health Coop will be incorporating, and was writing to the Interior Health Association requesting compensation for the many donations from the community to the former Enderby Hospital.

Recycle bins were being sold in Vernon for $25 by NORD last week and they were quickly sold out. Councillor Wejr suggested that the program should be offered in all NORD municipalities.

Mayor Phillips

Mayor Phillips reminded Council of the Spallumcheen Band Health Fair taking place Wed., June 4 at the Arena from 10:00 – 4:00.

Mayor Phillips reported that the Enderby Library circulation is up 22%.

George Abbott, MLA will be meeting with Mayor and Administrator on Friday June 6 regarding the Mardan issue. He will have approximately 20 minutes available to meet with Councillors at 3:00.

PUBLIC QUESTION PERIOD

Duncan Walker reported that the Chamber of Commerce is considering purchasing a "Mosquito Magnet". It is operated by propane and covers an area of approximately 2 acres.

Mr. Walker also advised that Mardan has been approached by individuals who have offered to remove sawdust if it is hogged.

CLOSED MEETING RESOLUTION

Moved by Councillor Wejr, seconded by Councillor Brookes, that Council hold a meeting closed to the public in order to discuss one or more topics under Section 242.2 of the Local Government Act.
