DELEGATIONS

Annette Sharkey, Vernon Social Planning Council
Re: Community Land Trust - Affordable Housing

Ms. Sharkey provides organizational support to the Vernon and District Community Land Trust. A power point presentation was circulated to Council describing the role of the Community Land Trust:
- There is large demand for affordable housing in the North Okanagan. Family incomes are below the provincial average. Businesses are finding it difficult to recruit due to lack of affordable accommodation.
- They partner with non-profit groups. Main source of funding is from BC Housing and the province of BC.
o Land Trust works with communities to convert donated properties into appropriate housing for the needs of that community. The property is turned over to a non-profit society to be used for affordable housing only.
- It is hoped that Council will be able to identify potential property to be donated.


In response to the question of the number of people in need, Ms. Sharkey stated that there are probably 10 - 20,000 in need. Although the numbers are indeed staggering, the ability to help some families is progress in itself. She noted also that non-profit housing is only one piece of the effort. Development of multi-family properties in community planning plays an important role in addressing affordable housing.

Re: Salmon on the Run Public Art Project

Mr. Turpin reminded Council of their approval in principle last year for the project pending approval of the design plan. The Arts Council is now prepared to move forward with the final stages of the project.

The concept is a steel sculpture of approximately 19 salmon, each 3 - 4 feet long in a swimming formation around the upper level of the gardens outside City Hall.

The artist commissioned is Peter Postel of Blind Bay. The sculpture will be made of 3/16-inch steel and will be completed by early September. It will then be dismantled and re-assembled on site by mid to late September.

Site preparation will be required. The Director of Engineering and Public Works will look at the design and offer assistance with installation. The Arts Council has $500 to contribute to the site preparation.

In response to questions:
- Established bushes in the garden will need to be removed and hopefully relocated elsewhere;
- Vandalism is a concern. Proper installation should negate that threat;
- The Enderby signs in the lower level of the garden will require some maintenance.

Moved by Councillor Ludwig, seconded by Councillor Case that Council give notice of their intent to consider issuance of a Development Variance Permit for the property legally described as Lot 1, Sec. 26, Twp. 18, Range 8, W6M, KDYD, Plan KAP48242 located at 115 Cliffview Drive to permit a variance to the following sections of the City of Enderby Zoning Bylaw No. 966, 1987:

1. Section 702.10.a of the Zoning Bylaw by reducing the exterior side yard setback for a covered balcony addition to a single family dwelling from 5.0 metres to 4.11 metres as shown on attached Schedule 'A';

2. Section 702.10.d of the Zoning Bylaw by reducing the rear yard setback for a covered balcony addition to a single family dwelling from 4.5 metres to 3.03 metres as shown on attached Schedule 'A'.

Moved by Councillor Ludwig, seconded by Councillor Wejr that Council give notice of their intent to consider issuance of a Development Variance Permit for the properties legally described as That Part of DL 150 shown on Amended Plan B1064 (DD25763F), KDYD, Except: (1) Plans 6200 and 17523 (2) Part outlined in red on Plan B6558 AND Lot 1, Sec 22, Twp 18, Range 9, W6M, KDYD, Plan KAP80826, located at 201 Francis Drive and 402 Princess Street to vary the following sections of the City of Enderby Subdivision Servicing and Development Bylaw No. 1278, 2000:

1. Section 2.3.1 of Schedule 'A' of the Subdivision Servicing and Development Bylaw by decreasing the maximum design speed for a Collector Road (proposed Road A) from 60 km/hr to 50 km/hr as shown on Schedule 'A' of Development Services Report dated May 29, 2008;

2. Section 2.3.2 of Schedule 'A' of the Subdivision Servicing and Development Bylaw by decreasing the required right-of-way width of a Collector Road (proposed Road A) from 25 m to 18 m as shown on Schedules 'A' and 'B' of Development Services Report dated May 29, 2008;

3. Section 2.3.2 of Schedule 'A' of the Subdivision Servicing and Development Bylaw by decreasing the required right-of-way width of a Local Road (proposed Roads B, C, E, F, IV & IIV) from 18 m to 16.5 m as shown on Schedules 'A' and 'B' of Development Services Report dated May 29, 2008;

4. Section 2.3.3 of Schedule 'A' of the Subdivision Servicing and Development Bylaw by decreasing the minimum centreline radius of a Collector Road (proposed Road A) from 120 m to 80 m as shown on Schedule 'A' of Development Services Report dated May 29, 2008;

5. Section 2.3.3 of Schedule 'A' of the Subdivision Servicing and Development Bylaw by decreasing the minimum centreline radius of a Local Road (proposed Roads B, C, E, F, IV, & IIV) from 65 m to 45 m as shown on Schedule 'A' of Development Services Report dated May 29, 2008;

6. Section 2.3.4 of Schedule 'A' of the Subdivision Servicing and Development Bylaw by increasing the maximum grade of a Collector Road (proposed Road 'A') from 8% to 10% as shown on Schedule 'A” of Development Services Report dated May 29, 2008;

7. Section 2.3.4 of Schedule 'A' of the Subdivision Servicing and Development Bylaw by increasing the maximum grade of a Local Road (proposed Roads B, C, E and F) from 10% to 12% as shown on Schedule 'A' of Development Services Report dated May 29, 2008;

8. Section 2.3.4 of Schedule 'A' of the Subdivision Servicing and Development Bylaw by increasing the maximum grade of a downhill Cul-de-sac Road (proposed Road IV) from 8% to 10% as shown on Schedule 'A' of Development Services Report dated May 29, 2008.

AND THAT the following variances to the City of Enderby Subdivision Servicing and Development Bylaw No. 1278, 2000 and City of Enderby Zoning Bylaw No. 966, 1987 not be supported:

1. Section 2.3.7 of Schedule 'A' and Schedule 'B' of the Subdivision Servicing and Development Bylaw by deferring the requirement to construct a sidewalk on the proposed Road 'A' (Collector) until after the registration of the first 30 lots of the proposed 125 lots as shown on Schedule 'A” of Development Services Report dated May 29, 2008;

2. Section 701.10.d of the Zoning Bylaw by decreasing the front yard setback requirement for the proposed 125 single family lots to 3 m from the front lot line to the house and 6 m from the sidewalk to a garage.

Re: Salmon Theme Public Art Project

Moved by Councillor Wejr, seconded by Councillor Vetter that Council approve the Enderby and District Art Council “Salmon on the Run” Public Art Project as presented; and

FURTHER that site preparation be provided by the City.

REPORTS

Councillor Shipmaker

Regional District Board Meeting: There was a review on general governance. Allocation of expenses is being reviewed to make reporting clearer. Discussions on Regional Growth Strategy.

Councillor Case

Netting of trees at RV Park completed today. Birch tree clean up is starting.

Councillor Ludwig

Attended Arts Council meeting, Rocky Mountain Cadet review, and presentation of final instalment of Spirit of 2010 funding at Gazebo.

Councillor Cyr

Regional Services Committee:
- If grant funds received, transit system will be expanded to Silver Star and OUC.

Enderby/Area F Services Committee:
- Discussions underway with curling club for a new lease agreement;
- final Spirit of 2010 funding received for arena and curling club ($42,517);
- Comprehensive Parks Plan has had minor tweaking.

Mayor Phillips

Okanagan Regional Library:
- Enderby branch has gone wireless and by the end of May all ORL branches will be wireless except Cherryville, Falkland, and Silver Creek;
- Sorrento branch is being relocated to the Blind Bay Market;
- Vernon Branch Stakeholders Committee has been formed to develop and recommend to the Board an appropriate course of action to provide expanded library service to the citizens of Greater Vernon.
- The Board approved the terms of reference of the committee and a maximum of $50,000 to renovate the current Vernon branch to accommodate needs of the staff.

NEW BUSINESS

Public Works Equipment - Memo dated May 22, 2008

Moved by Councillor Wejr, seconded by Councillor Ludwig that the report from the Director of Engineering and Public Works be accepted as presented; and

THAT staff be directed to purchase, in 2008, two half ton trucks, one being a 4x4 and a loader; and

FURTHER THAT the attached spreadsheets be referred to the Infrastructure and Equipment Life Cycle Replacement Schedules Ad Hoc Committee for review and recommendation to Council on the long term strategy.

Charity Carnival - Correspondence dated May 23, 2008
Re: Use of Maud Street Parking Lot

Moved by Councillor Wejr, seconded by Councillor Case that Council approve the use of the Maud Street Parking Lot on July 25, 2008 and the closing of Maud Street and Mill Avenue between Maud and Belvedere for the Charity Carnival.

Vandalism

Councillor Ludwig stated that the RCMP have no suspects in the vandalism to the cement benches at the Riverwalk. Councillor Ludwig will collect names of people willing to pledge funds for a reward leading to the arrest of the vandals.

PUBLIC QUESTION PERIOD

Alex Wray of 301Kildonan Avenue had three questions for Council:
- There are still no 30 km playground signs along Kildonan although Council resolved to install them last year. The Director of Engineering and Public Works will follow-up.
- Will the Riverwalk extension be started? Provincial grant application was denied for this project. Mr. Wray stated that a sidewalk would relieve the danger of pedestrians sharing the roadway.
- New screening at the ball park does not address low hit balls. Hard hit balls are getting through the bottom and there is risk of damage to vehicles and property. Mr. Wray is concerned about liability.
