RESOLUTION
Moved by Councilor Wejr, seconded by Councilor Phillips that Alf Soros be appointed Acting Administrator for this June 3, 2002 Council Meeting.

ADOPTION OF MINUTES
Minutes of Regular Meeting of May 21, 2002
Moved by Councilor Phillips, seconded by Councilor Vetter, that the minutes of the Regular Council Meeting, held on May 21, 2002, be adopted as circulated.

BYLAWS
Official Community Plan Amendment Bylaw No. 1300
Planner Rob Smailes briefly outlined the purpose of the amendment. Red Basket Foods is proposing to expand their parking facilities on an adjacent property. A map of effected properties was circulated by Mr. Smailes.
Moved by Councilor McCaig, seconded by Councilor Wejr that Official Community Plan Amendment Bylaw No. 1300 be read a first and second time and taken to Public Hearing.

Zoning Amendment Bylaw No. 1301
Moved by Councilor McCaig, seconded by Councilor McCune that Zoning Amendment Bylaw No. 1301 be read a first and second time and taken to Public Hearing.

Zoning Amendment Bylaw No. 1297
Rob Smailes informed Council that the Local Government Act does permit third reading and adoption to place at the same meeting.
The Planner recommended an amendment to Zoning Amendment Bylaw No. 1297.
Moved by Councilor Wejr, seconded by Councilor Phillips that Zoning Amendment Bylaw No. 1297 be amended by inserting a new section 4 as follows and renumbering the existing section 4 as section 5:
"4. Under Section 503 Service Commercial (C.4) Zone, section 1.j that the words "bottle depot" be deleted and replaced with "Beverage Container Recycling and Collection Depot"."

Moved by Councilor McCaig, seconded by Councilor Case that a copy of this letter be forwarded to the R.C.M.P. and that Ruby Kidd-Swanson be provided with an update of the Citys efforts to have the Knight Street Crossing addressed by the Ministry of Transportation.

Softball game invitation to Mayor and Council was discussed and due to the event taking place on a workday (Friday), it is unlikely that Council will be participating in the event.

Re: MFA Seminar
Councilors were asked to advise City Hall staff if they intended to attend the seminar on June 26, 2002.
REPORTS
Administrator
Mayor Dale read a submitted report from Administrator Maggie Knox.
Councilor Wejr
The arrangements for the Just for Kids Golf Tournament are going well. Prizes and sponsors are being gathered. Sponsors are needed for 3 more holes, and an appeal was made to forward potential sponsors to her.
Reminder was given regarding the Queens Jubilee celebrations. Nominations are being sought for citizens making news in Canada and this area in particular.
Discussion was held concerning rain barrels and water conservation. It was felt that rain barrel use is a separate issue and would not replace watering restrictions. Rain barrels would provide a positive solution to those persons wishing to water on restricted days.
It was suggested that initiative be taken with local hardware stores and plumbing suppliers to offer special rates on low volume showerheads, composters, rain barrels, and other water conservations products.
It was unclear whether Sewer Use Regulation Bylaw for new construction is in effect. Administrator and Public Works Superintendent will follow up.
Councilor Vetter
Discussion continued regarding water conservation.
Moved by Councilor Vetter, seconded by Councilor Wejr that water restrictions be adopted with Odd numbered residents permitted to water on Wednesdays and Saturdays; Even numbered residents permitted to water on Thursdays and Sundays. Watering allowed between the hours of 6 9 a.m. and 6 9 p.m.

Councilor McCune
Councilor McCune made a detailed presentation entitled "Tourist In Your Own Backyard". This is a proposed one-day event planned for June 14, 2003, showcasing Enderby and area business, tourism, and service sectors.
Councilor McCunes presentation covered objectives, City involvement, event planning, and promotional suggestions.
A copy of the proposal will be provided to all Councilors. It was agreed to further discuss the project at the retreat meeting of June 16, 2002.
Councilor Case
Councilor Case provided update on the Council donated Dinner/Auction to take place June 22 or 23. The venue has not yet been determined. Councilor Case will contact each councilor to coordinate the menu.
Councilor McCaig
The Kildonan Avenue paving project is completing tomorrow, June 4, 2002 with final paving taking place.
Testing of new sewage treatment filter showing impressive results.
Mayor Dale
Mayor Dale and NORD Director Les Deuling met with the Honorable George Abbott. Re: Streamside Protection Act. The Provincial Government will be looking at it further.
Public Works Superintendent
Testing of a new sewage treatment filter is showing positive results in reducing the amount of sludge that needs to be transported. The equipment is on loan with no commitment to purchase at this time. Mr. Soros explained how the filter works and the cost saving results. An invitation was extended to Councilors to view the new filter in action on the afternoon of Wednesday, June 5, 2002.
New water/sewer connection on Knight Street was a lengthy job, but went well.
The Old Reservoir building has some dry rot and mold and needs maintenance.
Floodwaters came within 8" of catch basin.
Price quote has been received for paving the ball field parking lot off Kildonan Avenue.
Recent high water flows caused large rocks to come down at Brach Creek, causing damage. Provincial Emergency Program will be covering expense.
Mr. Soros has received a price of $2947 for 2 molds for making large cement planters. It was suggested that the Chamber of Commerce and Centennial Committee take joint measures to place planters around town to enhance the beautification of Enderby.
Numerous complaints have been lodged concerning unkempt vacant lots. Unfortunately, not much can be done unless there are noxious weeds threatening agricultural land. Staff has been instructed to inform citizens of this condition. Mr. Soros suggested that a colored poster of controlled weeds be obtained to display in City Hall.

Moved by Councilor McCaig, seconded by Councilor Vetter, that Council hold a meeting closed to the public in order to discuss one or more topics under Section 242.2 of the Local Government Act.
