B. C. Wildlife Federation February 12, 2004
Re: Canadian Firearms Program
Moved by Councillor Brookes, Councillor Ludwig that the City of Enderby call upon Parliament to abolish the unworkable national firearms registry for long guns and redirect the tax dollars being spent on the registry to programs in support of municipal infrastructure, health care, education, and local law enforcement.

UNFINISHED BUSINESS
Regional Air Quality Function
The Administrator provided clarification regarding the budget figures which were questioned at the last meeting:
- A study conducted in 2004 will determine what subsequent years budget will be.
- Regional Air Quality is a general government function at this time, which does not allow the municipalities to decline participation if adopted by the Board on a majority basis.
- Before Regional Air Quality becomes a specific function of NORD, the municipalities will be consulted to determine participation in the long-term function. Budget figures will be made available at that time.
- NORD to present information to Council before new function is established.
Discussion:
- Why is money being spent on a study?
- As air quality is considered a health issue, it is a provincial responsibility. Previous support of air quality monitoring was made on the condition that senior levels of government participate.
Provincial Funding West Nile Virus
Moved by Councillor Shipmaker, seconded by Councillor Wejr that an ad-hoc Committee be formed with representation from Council, the Spallumcheen Indian Band and community organizations regarding mosquito control.

NEW BUSINESS
Memo from Administrator February 17, 2004
Re: Appointment of Treasurer
Moved by Councillor van Berkel, seconded by Councillor Ludwig that Geri Ferguson be appointed to the position of Treasurer and Deputy Corporate Officer of the City of Enderby.

Financial Plan Timelines
- Staff portion of plan is almost complete.
- Meeting of Finance Committee as a whole is scheduled for Monday, March 29 in Council Chambers.
- Stantec will be preparing water and sewer rate recommendations and presenting to Council on March 29.
- Draft Financial Plan will be available on March 6. Council is encouraged to review and bring forward questions to staff prior to the meeting.
- Streets and Sidewalks Committee is meeting on March 2 and the Fire Protection Committee is meeting on March 3. Recommendations will accompany the information package.
- Additional meetings may be necessary, and Council is encouraged to have Mondays available on their calendars in the months of April and May.
REPORTS
Councillor Shipmaker
- Councillor Shipmaker noted that to date there has not been a meeting between Council and the Chamber of Commerce as planned. The Administrator is awaiting information regarding the value of the R. V. Park.
Councillor Wejr
- There are many seniors attending functions at the Legion, prompting a request for two additional handicapped parking spots on Mill Avenue. Public Works Superintendent will obtain feedback from adjacent businesses, investigate whether time restrictive signage is available, and report back to Council.
- The railroad crossing at Regent Avenue and Granville Avenue are again in need of repair. The Public Works Superintendent has been in contact with Canadian Pacific Railway and paving will be done at the crossings after repairs are made. The Administrator will investigate tax revenue from the Railway.
Councillor Ludwig
- The Heritage Committee has requested that Council participate in Centennial celebrations by performing a skit on Saturday, March 5, 2005. Councillor Ludwig is working on a 2 act play which will depict the first meeting of council on March 5, 1905 and a modern day meeting 100 years later. She is seeking participation from Council and staff.
Councillor Brookes
Meeting with the Spallumcheen Indian Band on policing and justice:
- The Band is working to improve relations with the RCMP and is creating a Community Consultative Group which will include elders, youth, law enforcement personnel, and Councillor Brookes.
- The Band is working towards reintroducing a restorative justice system within the Band.
RCMP Consultative Committee meeting on February 19:
- The high school principal reported an increase in marijuana use by the student body and a small graduation class of only 60 students.
- Don Wells of Grindrod is awaiting outcome of overnight camping issue at the Grindrod Park.
- It was noted that 400 vehicles pass through Enderby every half hour.
- Integration of RCMP services has resulted in more access to officers and resources, but reduced contact with residents and increased fuel bills.
Mayor Phillips
- Mayor Phillips attended the Museum opening which was extremely well attended.
- Council was reminded of Meals to Wheels participation on March 10 at 11:30 a.m.
- City of Enderby flag was used last weekend at the figure skating carnival.
- Mayor Phillips will be away for next Council meeting. Councillor van Berkel will chair the meeting as Acting Mayor.
Public Works Superintendent
- In addition to his written report, the Public Works Superintendent reported that he has met with Ministry of Transportation regarding 3 laning project. They are providing a proposal in the next two weeks.
CLOSED MEETING RESOLUTION
Moved by Councillor Ludwig, seconded by Councillor Wejr, that Council hold a meeting closed to the public in order to discuss one or more topics under Section 90 of the Community Charter.

On a motion by Councillor Ludwig, the regular meeting adjourned at 7:45 p.m.
