ADOPTION OF MINUTES

Minutes of March 1, 2004

Moved by Councillor Wejr, seconded by Councillor Ludwig, that the minutes of the Regular Council Meeting, held on March 1, 2004, be adopted as circulated.

BYLAWS — Adoption

Zoning Amendment Bylaw No. 1341, 2004

Lot 1, Plan 33533, Sec 26, Twp 18, K.D.Y.D. — 123 Francis Drive

Moved by Councillor Wejr, seconded by Councillor Ludwig that Zoning Amendment Bylaw No. 1341, 2004 be reconsidered and adopted.

DEVELOPMENT APPLICATIONS

Development Variance Permit 04-0090-END-DVP

Re: Dankoe Insulation

Discussion:

Moved by Councillor Brookes, seconded by Councillor Ludwig that the application for a Development Variance Permit for Lot 6, Plan 200, DL 150, K.D.Y.D. (Dankoe Insulation Ltd.) to allow for an unpaved parking lot for two years not be supported; and further, that a storm water management plan be submitted by the applicants to direct all storm water on the site to the municipal storm sewer system.

Moved by Councillor Shipmaker, seconded by Councillor Wejr that the application for a Development Variance Permit for Lot 6, Plan 200, DL 150, K.D.Y.D. (Dankoe Insulation Ltd.) to delay for paving of the parking lot for two years be approved subject to receipt of an irrevocable letter of credit in the amount of 1.5 times the amount of a professional paver’s estimate for the work, as well as the provision of a storm water management plan.

Re: Central Hardware

The Administrator read a letter from School District 83 which does not support the application to waive the requirement for street lighting and sidewalks.

Discussion (Street Lighting):

Moved by Councillor Shipmaker, seconded by Councillor Wejr that the requirements for the provision of street lighting for the subdivision of That Part of Lot 1 shown on Plan B50, D.L. 226, O.D.Y.D., Plan 151, except Plan B133 (Central Hardware) be waived subject to installation of lighting by the applicant on two existing hydro poles on the south side of Bass Road.

Discussion (Sidewalks):

Moved by Councillor Shipmaker, seconded by Councillor Wejr that the requirements for provision of sidewalks for the subdivision of That Part of Lot 1 shown on Plan B50, D.L. 226, O.D.Y.D., Plan 151, except Plan B133 (Central Hardware) be varied as follows:

CORRESPONDENCE

B. C. SPCA Shuswap Branch — February 27, 2004

Re: Use of City Hall Parking Lot for Fundraising Event

Moved by Councillor Brookes, seconded by Councillor Wejr that the Shuswap Branch of the SPCA be granted permission to use the City Hall parking lot on June 5, 2004 between the hours of 10:00 a.m. and 3:00 p.m. for a fund raising flea market.

Moved by Councillor Shipmaker, seconded by Councillor Brookes that the correspondence be received and filed.

REPORTS

Councillor van Berkel

Councillor van Berkel attended Tourism B. C.’s Community Tourism Essentials Workshop at the Chamber of Commerce. Councillor van Berkel also participated in the Meals to Wheels luncheon at the Senior’s Centre.

Councillor Brookes

Councillor Brookes participated in the Meals to Wheels luncheon at the Senior’s Centre.

Councillor Shipmaker

Streets and Sidewalks Committee met recently. Recent complaints have been received about city alleys. The Committee will be recommending that efforts and resources be focused on streets before alleyways.

Councillor Ludwig

Councillor Ludwig participated in the Meals to Wheels luncheon at the Senior’s Centre. Councillor Ludwig also attended an Enderby in Bloom meeting and reported that the group is investigating participation in the Adopt a Block program.

PUBLIC QUESTION PERIOD

Jackie Pearace of the North Valley Echo questioned why the City Hall parking lot is not paved. The Administrator informed her that the requirements for paving are not triggered until the property is developed, and also noted that the property is not owned by the City.

CLOSED MEETING RESOLUTION

Moved by Councillor Brookes, seconded by Councillor Wejr, that Council hold a meeting closed to the public in order to discuss one or more topics under Section 90 of the Community Charter.

On a motion by Councillor Wejr, the regular meeting adjourned at 7:45 p.m.
