ADOPTION OF MINUTES

Minutes of February 17, 2003

Moved by Councillor Wejr, seconded by Councillor Ludwig, that the minutes of the Regular Council Meeting, held on February 17, 2003, be adopted as circulated.

Re: Transit Service

Mr. Oglow provided Council with a brief history of Enderby’s participation in the North Okanagan Regional Transit System. BC Transit funds 47% of the system, with community participation, advertising, and creative budgeting providing the balance.

Ridership has not been limited to seniors. Commuters, youth, college students, those seeking health care and social services are also using the bus.

Mr. Oglow asked Council to reconsider its position in support of North Okanagan Regional Transit in its efforts to grow the community.

Clarification to Council’s questions were as follows:

Support for the Transit Service was expressed by Jean Tuominen, Director Area F and Chief Gloria Morgan of the Spallumcheen Indian Band.

Re: Smoker’s Corner

Alexi Parkinson directed comments to Council in response to the assumptions being made about illegal activities at "Smoker’s Corner". There are only about 20 students who meet at the corner, and of those, only 10 — 15 smoke. She also informed Council that fewer and fewer students are smoking as the risks are well known. The school has a "Kick the Nic" and a drug awareness program. After 6 hours in class, often the students simply wish to get out of school to an area where smoking is permitted. There may occasionally be problems on the corner, but it is used for socializing by the majority of those students who meet there.

Moved by Councillor Wejr, seconded by Councillor van Berkel that Payment of Interest on Prepaid Taxes Bylaw No. 1319 be reconsidered and adopted.

Moved by Councillor van Berkel, seconded by Councillor Brookes that second reading of Official Community Plan Amendment Bylaw No. 1320 be rescinded.

Moved by Councillor Ludwig, seconded by Councillor Vetter that Official Community Plan Amendment Bylaw No. 1320 be amended to designate Lot 2, D.L. 150, KDYD, Plan KAP61900 from Industrial to General Industrial.

Re: Steering Committee Update — Coquihalla Hwy. Toll Issue

Moved by Councillor Ludwig, seconded by Councillor van Berkel that the City of Enderby write a letter to MLA George Abbott opposing the government’s stated goal of selling/franchising the Coquihalla Highway;

AND THAT a copy of the letter be sent to the Premier and to the Minister of Transportation and all other MLA’s in the OMMA area.

Moved by Councillor Shipmaker, seconded by Councillor van Berkel that a letter be sent to Mrs. Woollam stating that the City of Enderby does not support her request to rename the Bawtree Bridge.

Moved by Councillor Brookes, seconded by Councillor Ludwig that the City request that the Enderby and District Heritage Commission provide more information on what they are proposing with their cairn project.

Discussion: The current budget does not have a "donation" account. Policies and criteria would be required should Council opt to include donations into the next budget.

Moved by Councillor Wejr, seconded by Councillor Brookes that a letter of support be issued to Enderby and District Minor Softball to apply for a Gaming Grant to replace equipment and uniforms.

Transit

Discussion:

Moved by Councillor van Berkel, seconded by Councillor Ludwig that the City buy back into the North Okanagan Regional Transit System in the amount of $3400.

REPORTS

Councillor Shipmaker

Moved by Councillor Shipmaker, seconded by Councillor Wejr that confirmation be obtained that the salvage logging program is being centralized, and if so, a letter be directed to MLA George Abbott, with a copy to the Minister of Forestry, expressing concern at the blow this is having on small business in our community.

Councillor Wejr

Councillor Wejr has been approached by many residents who are willing to have taxes increased to pay for mosquito control.

Discussion: Area F and Spallumcheen Band participation is also required for the program to be effective. With the cost being estimated in excess of $137,000, public education was chosen as the preferred method of controlling the mosquito population. It is believed that Sicamous sprays locally.

Moved by Councillor Wejr, seconded by Councillor Shipmaker that NORD be asked for status report on the Public Education Program on mosquito control.

Councillor Ludwig attended the following meetings:

 

Mayor Phillips

Mayor Phillips reminded Council of the Provincial Emergency Preparedness workshop taking place March 6. She attended the grand opening of the new Library with Councillors Brookes, Shipmaker and van Berkel. Mayor Phillips felt that the Goals and Objectives workshop was beneficial. B.C. Gas dinner was attended with the Administrator.
