DELEGATIONS
Donna Lommer and Nancy Kilpatrick, Interior Health
Re: Palliative Care
Ms. Lommer explained that she and Ms. Kilpatrick are in attendance in response to the letter of concern forwarded to Interior Health regarding palliative care in Enderby. She circulated copies of a presentation which was given by Ms. Kilpatrick.
Ms. Kilpatrick outlined the following:
- Various types of palliative care, including community service in individual homes, residential care, hospice, acute care, volunteers and physician support and service;
- The level of service provided with each type of care;
- The average term of each type of care;
- Specialized professional care associated with hospice and acute care;
- Increase in demand for palliative care;
- Interior Health Authority currently reviewing palliative care requirements in the Okanagan.
Discussions:
- Councillor Cyr stated that a palliative care bed in Enderby would be valued by the community. What impediment is there to providing palliative care in Enderby? Ms. Kilpatrick explained that each need requires a range of services. Residential care is possible, but higher level care (hospice and acute) requires specific expertise to deliver the service. Average nursing staff is just not qualified to provide the care needed.
- Councillor Shipmaker asked what level of care is presently offered in Enderby. Specific information was not available, however it is known that in-home care is available and that the residential care home in Enderby provides end of life care.

Moved by Councillor Cyr, seconded by Councillor Vetter that City of Enderby Annual Tax Rate Bylaw No. 1382, 2006 be introduced and read a first time by title only and carried through to three readings.

REPORTS
Councillor Case
Councillor Case and the Administrator attended a Spirit of 2010 meeting in Armstrong. There is funding available for a wide range of projects which encourage community spirit and sustainability. The projects do not have to be associated with the 2010 Olympics. A workshop is available on how to prepare grant applications. There is a committee for Enderby, Armstrong and Spallumcheen that is working to get volunteer groups together. Groups would likely have better access if working as a committee rather than individually.
Councillor Wejr
Councillor Wejr attended a Regional District facilitated retreat. It was disappointing in that the focus of discussion was on Greater Vernon issues.
Councillor Cyr
Councillor Cyr and the Administrator attended an Emergency Services meeting on April 24. There was a presentation on identifying specific risks. A coordinator has been chosen but the announcement has not yet been made.
Priorities have been established by the Health and Safety Committee. Palliative care is a concern and bylaw enforcement also needs to be addressed. Councillor Cyr is hoping to meet soon with the RCMP community consultative group. As Chair of the Health and Safety Committee, Councillor Cyr is seeking feedback from Council on the issue of palliative care.
Discussion:
Mayor Phillips shared her experiences with both home care and hospice care. Both services have been wonderful at managing pain immediately. The hospice care services are far superior to that received in a hospital setting.
Councillor Shipmaker suggested that the City accept the fact that there are various levels of service in the end-of-life process and pursue a specific level of care that the community can accommodate.
Since Interior Health is in the process of conducting a review of the needs in the Okanagan, it may be timely to ask them to compare the percentage increase of the aging population in Enderby vs the Okanagan and provincial numbers. The aging population of Enderby could very well warrant hospice and acute care.
Moved by Councillor Cyr, seconded by Councillor Wejr that the City request that Interior Health engage in identifying a room for palliative care in Enderby that provides basic fundamental end-of-life care.

Councillor Vetter expressed concern about reports of flooding into the fields at the north end of the City. Public Works will investigate.
Mayor Phillips
Mayor Phillips met with Wayne Christian, Chief of the Spallumcheen Indian Band. He is meeting with their Council on Friday and will forward a list of acceptable dates that members of the Band and City councils can meet to get to know on e another.
Health and Safety Committee Meeting of April 24, 2006
The minutes were provided for information.
Subdivision Applications in Process as at April 26, 2006
The Administrator informed Council that she will circulate a report on a quarterly basis.

NEW BUSINESS
Development Permit Application 06-0108-END-DP
Lot 1, DL 150, KDYD, Plan 23075, Except Strata Plan KAS2006 (Phase 1,2,3,4,5,& 6) 201 Kildonan Avenue
Applicant: 534168 BC Ltd. (Riviera Villas) c/o Peter Gilowski
The Administrator presented the application explaining that the development was more than half completed when the Official Community Plan was amended to require a Development Permit for form and character of multi-family developments prior to issuance of building permits.
Moved by Councillor Shipmaker, seconded by Councillor Wejr that the Development Permit for Lot 1, District Lot 150, Kamloops Division Yale District, Plan 23075, Except Strata Plan KAS2006 (Phase 1,2,3,4,5 &6) (534168 BC Ltd./Riviera Villas) be approved to include the following conditions:
a) Garbage containers shall be screened with walls, fencing, hedging, planting or other screening materials;
b) Landscaping shall be provided between the Kildonan Avenue road right-of-way and any fencing erected along the front property line in the area between the existing access driveway and the eastern property line.

Development Permit Area Designation Commercial Properties
Councillor Wejr declared a bias as an employee of the Credit Union and left the meeting.
Discussion:
The OCP intent of ensuring that commercial buildings conform to form and character is intended to target new development. Renovations to existing properties are being delayed due to the timely process involved in issuing a development permit. It was consensus that the recommendation of the Administrator would satisfy the OCP requirements.
Moved by Councillor Shipmaker, seconded by Councillor Case that Development Permits be drafted by the Administrator, without benefit of a full planning analysis for the applications received from D.J.C.J. Enterprises and the Enderby and District Credit Union relating to renovation of existing buildings.

Councillor Wejr returned to the meeting.
Kathleen and Robert Hagman
Re: Plans for Beautification and Traffic Flows for Enderby
Moved by Councillor Cyr, seconded by Councillor Case that a letter be sent to the Hagmans inviting them to the August Charity Carnival and informing them that their letter will be forwarded to the Chamber of Commerce.

Highway 97A Comment Sheet from Resident
Councillor Cyr submitted a Hwy 97A comment sheet that was given to him by a local resident. The Administrator informed Council that there are a number of comment sheets that will be circulated to Council and forwarded to the Ministry of Transportation.
CLOSED MEEETING RESOLUTION
Moved by Councillor Shipmaker, seconded by Councillor Wejr that Council hold a meeting closed to the public in order to discuss one or more topics under Section 90 of the Community Charter.
