Minutes of May 5, 2003
Moved by Councillor Wejr, seconded by Councillor Vetter, that the minutes of the Regular Council Meeting, held on May 5, 2003, be adopted as circulated.

Sewer Rates Bylaw No. 1327
Moved by Councillor Wejr, seconded by Councillor Vetter that Sewer Rates Bylaw No. 1327 be reconsidered and adopted.

CORRESPONDENCE
BC Gas Utility Ltd. April 30, 2003
Re: Municipal Franchise Fee and Payment Pursuant to Section 353 of the Local Government Act
Discussion: The Administrator pointed out that the City received two grants from BC Gas. A franchise fee has been budgeted at $32,000 and we will actually received $37,000. A grant in lieu of taxes is budgeted at $14,000 which is what we will receive.

Softwood Industry Community Economic Adjustment Initiative May 1, 2003
Re: Softwood Lumber Dispute
Mayor Phillips asked Councillors to consider projects to put forward for grant monies. The Mayor and Administrator will meet on Thursday with Community Futures representatives from Vernon to obtain information about various grants available. There is a broad scope of funds available to replace employment lost from the forestry industry. There is no limit to the number of applications submitted.

Ministry of Community, Aboriginal and Womens Services
Re: Boards of Variance
Discussion: Legislation is being amended which will permit local government to ratify appointments to the Board of Variance. The Planner is preparing a report on the issue.

REPORTS
Councillor van Berkel
Councillor van Berkel reported that he met with the Administrator, the Director of Rec Ex, the Vice-Principal of M. V. Beattie School, and the President of the Parent Advisory Committee to discuss issues around swimming lessons at the pool. The meeting helped clarify miscommunications and created opportunity for all parties to share problems that have been experienced.
Councillor van Berkel has been approached re: rezoning of the Drill Hall from C1 to S1 resulting in public consultation should the property be sold. The Administrator will consult with the Planner to determine the process of rezoning the property.
Councillor Shipmaker
Councillor Shipmaker reported on the first meeting of the OCP Advisory Committee held on May 14.
Councillor Wejr
Councillor Wejr reported that there is a Health Cooperative meeting in Nelson on Friday. Jackie Pearace will attend the meeting on behalf of the Enderby group.
Mayor Phillips
Mayor Phillips participated in the North Okanagan Society for Community Living Charity Golf Tournament.
Communities in Bloom is moving forward nicely. There will be painted garbage cans on display in the Canada Day parade.
A West Nile Virus workshop was attended by Mayor Phillips, the Administrator and Councillor Ludwig.
Moved by Councillor Brookes, seconded by Councillor van Berkel that a letter be sent to the Minister of Health and Interior Health Authority stating that should the West Nile virus become a health problem, and mosquito control be required, it is the responsibility of the Ministry of Health rather than local government.

Public Works Superintendent
The Public Works Superintendent reported that water and sewer upgrade projects are underway. Equipment problems are being resolved. He expects to have the recommended tender packages available for the next Council Meeting.
Administrator
In addition to the written report, the Administrator reported that the Emergency Plan will possibly take six months to complete.
Discussion: It was noted that not all business have paid for their business license, which is unfair to those businesses who comply with the bylaw. It was suggested that a penalty be established for those business not paid by a certain date. Transfer of unpaid business licence to property taxes may be permitted under the Charter. The Administrator pointed out that all outstanding businesses have been notified, most of the Citys contractors are now paid, and that there are only three outstanding accounts from last year. Budgeted revenue is $10,000 from business licenses. It was also pointed out that Enderby has benefited from the IMBL program due to our lower rates.
Moved by Councillor Shipmaker, seconded by Councillor Vetter that the City abolish the business license program since only _ of the participants have paid for their license.

Revenue and Expenditure Report to April 30, 2003
Discussion: The Administrator clarified for Council that the figure on the "Revenue" side of report represents what has been billed, not collected. This figure is monitored throughout the year.
Councillor Shipmaker queried as to whether a 1 or 2 page summary could be generated rather than the full report. Councillor van Berkel queried whether the report could be categorized by departments. The Adminstrator explained that it would be difficult to vary the report due to annual reporting and audit demands. It was consensus of Council that the full report with an Administrators memo outlining anomalies is preferred.

PUBLIC QUESTION PERIOD
Joyace Case
Enderby and District Chamber of Commerce
Mrs. Case informed Council that the Chamber has also been contacted by Community Futures regarding grant monies available to Enderby for wages lost from the forest industry. They have a meeting scheduled for later in the month. It was suggested that the City and the Chamber work together with Community Futures in an effort to get qualifying applicants. It was consensus of Council that the Enderby and District Chamber of Commerce be invited to attend the 10:00 a.m. meeting scheduled for this Thursday.
