Alvina Gooch, Chairman of the Board of Trustees introduced herself and stated that the purpose of their presentation was to ensure the safety of all school children. Mr. Pearson then addressed Council:

Questions from Council were directed to Doug Pearson:
Q: There is no Shuswap district policy included with package information. Are there any municipalities in School District #83 that have paid crossing guards?
A: Shuswap information is being gathered. It involves 5 communities and 2 regional districts. Armstrong/Spallumcheen have arrangements in their collective agreements for paid crossing guards. Extensive studies are being done in Armstrong.
Q: Who made decision to have interim crossing guards in Salmon Arm?
A: There had been student patrols but closure of 2 schools in Salmon Arm resulted in increased foot traffic. One child has been killed at the intersection.
Q: The safety issue at Knight Street has been going on for 15 years. Even with the lighted crosswalk, sandwich board warning signs have been hit by vehicles. What action has the School District taken regarding the Knight Street issue? Why is there no extended supervision at the Knight Street intersection?
A: The School District monitors only crossings entering school property. They are not willing to assume responsibility of the roadway.
Q: The existing lighted crosswalk was installed by the Ministry of Highways as a result of parents faxing messages to them. The highway crossing is controlled by the Ministry of Transportation, not the City.
A: The City must take dual responsibility for the crossing. The school district spends its funds on education, not school crossings. They do not have the ability to raise tax dollars for safety issues.
Q: The two issues at hand are controlled lights and paid crossing guards. Would an interim solution not be having crossing guards at the intersection? Would they be union positions or volunteer?
A: It would depend on the arrangement agreed upon.
Q: Examples were given of crossings "warranting" crossing guards. Does Knight Avenue qualify as a warranted site?
A: Unknown at this time. An evaluation would need to be conducted to determine whether Knight Avenue would qualify.
Q: Does the School District share the cost of the lighting of the crosswalk?
A: No. They do not have the authority to tax.
Q: When lighted crosswalk went in, one of the requirements of the schools was to educate the children on how to cross the intersection safely. Has this been done and does it continue to be done?
A: No. Due to the danger at the intersection, parent volunteers assist the children. Teachers are required to provide educate the children as per their guidelines, and should be doing so.
The Administrator addressed the public, reminding them that part of the Official Community Plan mandate includes transportation. She encouraged the public to provide input at the Public Hearing.

REPORTS
Councillor Wejr
The clean-up of the highway corridor on May 2 was a great effort by those who turned up. Both sides of the highway from the old hospital to Knight Street were cleaned. Another day is required to finish the corridor.
Councillor van Berkel
A great deal of time was spent on the Knight Street crossing issue. He reminded Council to remember the huge parent turnout at tonights meeting when the issue is once again before Council.
