ADOPTION OF MINUTES

Public Open House of April 22, 2003

Moved by Councillor Wejr, seconded by Councillor Ludwig that the minutes of the Public Open House of April 22, 2003 be adopted as circulated.

Moved by Councillor Wejr, seconded by Councillor Ludwig that 2003 — 2007 Financial Plan Bylaw No. 1324 be reconsidered and adopted.

Moved by Councillor Wejr, seconded by Councillor Ludwig that Sewer Frontage Tax Bylaw No. 1326 be reconsidered and adopted.

Sewer Rates Bylaw No. 1327

The Administrator recommended that Bylaws No. 1327 and 1329 be amended by changing the due date to July 2, 2003 in order that the billings could be printed directly on the tax notices.

Moved by Councillor Vetter, seconded by Councillor Ludwig that third reading of Sewer Rates Bylaw No. 1327 be rescinded.

Enderby Lions Club — April 29, 2003

Re: Request for Beer Garden June 27 — 30, 2003

Moved by Councillor Wejr, seconded by Councillor van Berkel that Council agree to the request of the Enderby & District Lions Club to hold a beer garden at Riverside Park from June 27 — 30, 2003; and further that it be recommended that information regarding the Designated Driver Program be displayed at the beer garden.

The 3063 Royal Canadian Cadet Corps Parents Association — May 2, 2003

Re: Car Wash

Moved by Councillor Wejr, seconded by Councillor Brookes that Council agree to the request of the 3063 Royal Canadian Cadet Corps Parents Association to hold a car wash at the Enderby Fire Hall on May 17, 2003 between the hours of 9 am and 5 pm, subject to the agreement of the Fire Department.

Mayor Phillips and Councillors Brookes and Ludwig indicated that they would attend the meeting on May 8, 2003

NEW BUSINESS

Administrator

Re: Policy — Proclamations

Councillor Brookes was in favour of placing all requests on the agenda as attachments, to be raised by any Councillor wishing to support the request.

Mayor Phillips was not in favour of considering any requests, citing legal issues encountered by other political bodies.

Moved by Councillor Shipmaker, seconded by Councillor Wejr that policy be established whereby Council consider only those proclamations based on charitable organizations/economic issues where the requestor appears in person before Council.

Spallumcheen Indian Band

Re: Request for Water Service — RV Park

Councillor van Berkel reported that he and the Mayor had met with Chief Gloria Morgan and Councillor Dan Joe of the Spallumcheen Indian Band, at which time the Band had requested that the City provide water to its RV Park being constructed on the east side of the river. At that meeting, there had been considerable discussion with regard to the Band not recognizing the easement along Mabel Lake Road for the City’s water system.

Discussion occurred with respect to the importance of formalizing agreements with the Band.

Moved by Councillor van Berkel, seconded by Councillor Wejr that the City of Enderby enter into an agreement with the Spallumcheen Indian Band to provide water for up to 15 RV sites subject to satisfactory review of the Band’s proposal by the City’s engineers, with the costs of such review to be paid by the Band;

And Further That such agreement include provision for metering and payment of standard fees;

And Further That the Band be advised that the City will not consider any additional connections to its water system until such time as formal agreement has been reached with the Band relating to the provision of water service in general, as well as the Brash Creek/Shuswap Well water main.

REPORTS

Mayor

Appointments to OCP Advisory Committee

The Mayor appointed Randy Kallis and Greg McCune to represent the community at large on the Official Community Plan Advisory Committee. It was noted that there was room for one more member from the community at large, and Councillors were requested to have interested parties contact either the Mayor or Administrator.

Communities in Bloom

The Mayor advised that Double D’s Irrigation and Maintenance of Salmon Arm had generously agreed to donate automatic irrigation equipment for the Cornerstone Garden provided that labour for installation could be provided locally. She further advised of an application to BC Hydro for funding to support Communities in Bloom initiatives.

 

OMMA Convention

Councillors Brookes and Wejr reported on the OMMA Convention held April 30 — May 2.

Councillor Wejr

Councillor Wejr advised that the Just for Kids golf tournament is scheduled for June 22, 2003 at Birchdale, and requested the assistance of all Councillors in obtaining prizes and ensuring good attendance.

She further noted that the Lions Club gazebo in Riverside Park was taking shape nicely.

Public Works Superintendent

The Public Works Superintendent advised that Ron Wightman was back at work after a lengthy illness. He further advised that tenders were coming in for various aspects of the Water and Wastewater Treatment Plant upgrades.

Administrator

Council reviewed a written report from the Administrator dated May 5, 2003.

Moved by Councillor Wejr, seconded by Councillor van Berkel that a letter be forwarded to the Hon. George Abbott, MLA and Minister of Community, Aboriginal and Women’s Services, in appreciation of the continuation of the Municipal Equalization and Small Community Protection grants.

PUBLIC QUESTION PERIOD

Duncan Walker expressed concern about the continued and increasing acts of vandalism within the community.

Moved by Councillor Wejr, seconded by Councillor van Berkel that Council request a meeting with Sergeant Dibblee and Constable Gobeil to discuss the vandalism problem within the community; and further that the Spallumcheen Indian Band be invited to participate in the meeting.

CLOSED MEETING RESOLUTION

Moved by Councillor Wejr, seconded by Councillor Ludgwig, that Council hold a meeting closed to the public in order to discuss one or more topics under Section 242.2 of the Local Government Act.
