DEVELOPMENT MATTERS
Official Community Plan Amendment Bylaw No. 1410, 2008
Proposes to change the Official Community Plan future land use of That Part of DL 150 Shown on Amended Plan B1064 (DD 257637F), KDYD, Except: Plans 6200 and 17523 and Part Outlined Red on Plan B6558 AND Lot 1, Section 22, Twp 18, R9, W6M, Plan KAP80826 - 402 Princess Street and 201 Francis Drive
Applicant: Wil Richardson (08-0097-END-OR)
The Planner presented the application and reviewed the recommendation from Development Services. A memo dated May 1, 2008 from the Planner was circulated. This memo reviewed the requirements of the Local Government Act in regard to amendments to the Official Community Plan.
Moved by Councillor Wejr, seconded by Councillor Ludwig that Official Community Plan Amendment Bylaw No. 1410, 2008 which proposes to change the Official Community Plan future land use designation of That Part of DL 150 Shown on Amended Plan B1064 (DD 257637F), KDYD, Except: Plans 6200 and 17523 and Part Outlined Red on Plan B6558 AND Lot 1, Section 22, Twp 18, Range 9, W6M, Plan KAP80826 located at 402 Princess Street and 201 Francis Drive from Residential Low Density and Park - Greenway to Residential Low Density, Residential Medium Density, Park - Greenway and Park - Natural Open Space as shown on attached Schedule 'A' be given First Reading.

Moved by Councillor Wejr, seconded by Councillor Ludwig that in accordance with Section 882 of the Local Government Act, Official Community Plan Amendment Bylaw No. 1410, 2008 be considered in conjunction with the City of Enderby Financial Plan and the Regional Solid Waste Management Plan;
AND THAT the referral process which requests that various authorities and organizations review the amendments proposed by the City of Enderby Official Community Plan Amendment Bylaw No. 1410, 2008 as outlined in the reports from the Development Services Department dated April 30, 2008 and May 1, 2008 be considered appropriate consultation for the purpose of Sections 879 and 881 of the Local Government Act.

Moved by Councillor Wejr, seconded by Councillor Ludwig that Zoning Bylaw No. 966, 1987 Amendment Bylaw No. 1411, 2008 which proposes to rezone That Part of DL 150 Shown on Amended Plan B1064 (DD 257637F), KDYD, Except: Plans 6200 and 17523 and Part Outlined Red on Plan B6558 AND Lot 1, Section 22, Tsp 18, R9, W6M, Plan KAP80826 located at 402 Princess Street and 201 Francis Drive from the Residential Single Family (R.1) zone and the Assembly, Civic and Public Service (S.1) zone to the Residential Single Family (R.1) zone, the Residential Apartment and Multi-Family (R.3) zone and the Assembly, Civic and Public Service (S.1) zone as shown on attached Schedule 'B' be given first and second reading and referred to Public Hearing;
AND THAT final adoption of Bylaws No. 1410 and No. 1411 be considered in conjunction with a Development Variance Permit for the proposed extension of 1st Avenue as shown on the attached Schedule 'A' and 'B';
ANF THAT final adoption of Bylaws No. 1410 and No. 1411 be withheld until servicing issues have been dealt with to the satisfaction of the City.

Corporation of the City of Enderby Zoning Bylaw No. 966, 1987 Amendment Bylaw No. 1405, 2007
The Administrator reported that the required amendments to water, sanitary sewer and refuse bylaws have been made and an information pamphlet has been created to raise awareness of how the secondary suite program will work.
Moved by Councillor Wejr, seconded by Councillor Cyr that Corporation of the City of Enderby Zoning Bylaw No. 966, 1987 Amendment Bylaw No. 1405, 2007 be reconsidered and adopted.

REPORTS
Councillor Vetter
Councillor Vetter attended the SILGA Convention and reported that it is even more apparent that website updates be done soon as there are funds available from Telus for such initiatives. The Provincial Government is also encouraging website availability of documents in support of the Go Green initiatives.
Councillor Cyr
Councillor Cyr attended the Okanagan/Similkameen Air Quality workshop in Kelowna and reported that the goal is to harmonize policies for the entire valley. We can expect to receive educational literature by the end of June. Anti-idling policy is one step that the City could implement with public works equipment.
Councillor Cyr reported that he attended a Regional Services Committee meeting on April 24th. Items discussed included the collection of waste wood for Tolco; a presentation by a local entrepreneur on the incineration of animal carcasses; and a report from the waste reduction coordinator on reducing waste in the landfills.
Councillor Ludwig
Councillor Ludwig attended the SILGA convention. Notable presentations were made by Nichola Wade, Climate Action Secretariat on Local Government in a Carbon Neutral World, and Kim Flick, Vernon's Long Range Planner on Resilient in the Face of Change. Councillor Ludwig expressed frustration over the gas tax revenues benefiting larger centres and the less than sympathetic response from the Minister of Community Services.
Councillor Case
Councillor Case reported the following from the Chamber of Commerce Planning Session:
- New Executive Director is working on building a stronger relationship between the City, the Splatsin Band, and Area F;
- Splatsin Band is considering extending the Riverwalk south and over to the island on the river;
- Permanent part-time position to be created;
- Netting at Riverside ballpark should be installed this week.
Mayor Phillips
Mayor Phillips attended the SILGA Convention and suggested that Councillors check out the collectivex.com link on the SILGA website to provide feedback.
Mayor Phillips reminded Council of the Splatsin Health and Career Fair taking place at the Curling Club on May 15th.

Akonjo Village Project - Correspondence dated April 30, 2008
Re: Use of Maud Street Parking Lot for Fund Raiser
Moved by Councillor Cyr, seconded by Councillor Shipmaker that permission to use the Maud Street parking lot on May 31, 2008 be granted to the Akonjo Village Project for a fundraiser event.

Re: City Contribution to Our Town Promotional Campaign for 2008
Moved by Councillor Cyr, seconded by Councillor Case that Council approve funding of the Our Town promotional video in the amount of $661.50 as part of the Joint Funding Project between the City and the Chamber of Commerce.

FURTHER THAT the City of Enderby support the Draft Protocol Emergency Planning Coordination Agreement (Appendix Seven of Roycroft Report).
