DELEGATIONS

Brad Clements, Executive Director - Okanagan Partnership
Re: Findings from Public Workshops - Okanagan Sustainability Week

Mr. Clements provided a brief background on the formation of the Okanagan Partnership. Software was used to study the effects current trends on the region over a 40 year period. The workshops were used to identify preferred policy changes to produce new scenarios vs. continuation of current trends. The results are a “model”, not a prediction.

Residents are encouraged to change habits to produce a positive effect on the area. Local governments are encouraged to consider best practice and policies.

A final report will be forthcoming.

Jerry Oglow
Re: Single Business Licence Pilot Project

Mr. Oglow introduced Nicola Lemmer, Manager of Single Business Licence with the Ministry of Small Business and Revenue. She will be available to answer questions on the program at the provincial government level.

There are differences and similarities to the existing Intermunicipal Business Licence (IMBL) program:
Differences:
- Participating municipalities will increase from 6 to 18, encompassing the Okanagan and Similkameen valleys;
- Recording of information will be very basic and circulated periodically. The internet will be used to share information. Software is being tested at this time;
- IMBL currently restricts licensing to trades people. The new program will include other mobile businesses. An exception list will be created rather than an inclusion list;
- Fee will be $150.00. The additional fee will help offset any expensed incurred. Fee is considered reasonable compared to individual licensing;
Similarities:
- Autonomy remains. Businesses must abide by City rules;
- Option to leave the program upon notification to other participants;
- This is a pilot project for 12 months and is not locked in. It will be evaluated throughout the year and at the end of the 12 month period;
- Revenue will remain in municipality where licence sold;
- No revenue to the Provincial Government.

Province is committed to revenue neutrality. There will be minor changes to existing bylaw, creation of a new reporting system, and advertising. The City of Kelowna has offered to offset any losses to other communities during the pilot.

Discussions:
- Unlikely that program would expand to cover the entire province. Designed as a mobile licensing program. Participation is voluntary;
- Internet database is password protected. Consideration to be given to provide access to the public;
- Vehicles for hire excluded from program due to regulatory restrictions;
- Loss of local business by licensing those outside our community. The program would actually level the playing field. Due to difficulties with bylaw enforcement, the creation of the IMBL licensing made it attractive to participate. This new Single Business Licence pilot should be even better.
- Interest has been expressed by other nearby communities such as Revelstoke and Kamloops.
- No costs to communities has been identified.

- Supports, in principle, participation in the Okanagan-Similkameen Single Business Licence Pilot for Mobile Businesses;
- Instructs staff to work with neighbouring municipalities in the Okanagan-Similkameen regions to develop a model for the Okanagan-Similkameen Single Business Licence Pilot for Mobile Businesses; and,
- Instructs staff to bring forward a draft Mobile Business Licence Bylaw and Policy for consideration, no later than December 3, 2007.

Moved by Councillor Wejr, seconded by Councillor Ludwig that Council approve the issuance of a Development Variance Permit for the property legally described as Lot 2, Section 26, Township 18, Range 9, W6M, KDYD, Plan KAP78763, located at 144 Cliffview Drive to vary the following:

- Section 701.10(b) of the City of Enderby Zoning Bylaw No. 966, 1987 by reducing the front yard setback for a proposed new single family dwelling from 4.5 metres to 3.47 metres, where average natural slope exceeds 20%, as shown on Schedule 'A'; and
- Section 402.2(b) of the City of Enderby Zoning Bylaw No. 966, 1987 by reducing the allowed projection of a canopy structure proposed to be constructed on the front of a proposed new single family dwelling from 3.5 metres to 2.99 metres as shown on attached Schedule 'A'

REPORTS

Councillor Ludwig

Councillor Ludwig attended Success by Six and Emergency Social Services Meetings.


Councillor Case

Councillor Case reported that the Chamber of Commerce has been making progress on replacing the caretaker at the RV Park.

Councillor Case reminded Council of the Chamber of Commerce Annual General Meeting taking place November 26th. Cocktails begin at 6:30 with the meeting scheduled for 7:30. The cost of admission is $20.00.

Councillor Wejr

Councillor Wejr reported the following from the Enderby/Area F Services Committee meeting held earlier in the day:
- A delegation representing the Twin Lakes area expressed concerns of the impact of development on the existing trail system. The item has been referred to the Advisory Planning Committee at the Regional District;
- A tour of the arena to view recent upgrades took place earlier in the day;
- Ponderosa pine trees at Riverside Park infected by mountain pine beetle have been identified. The Lions Club will be offered the wood in exchange for removing the infected trees. A timbermark will be required by the City prior to tree removal;
- Budget process has started.

Councillor Cyr

Councillor Cyr attended the Enderby/Area F Services Committee meeting.

The palliative care room has been in use a lot. More work is planned for the room.

Mayor Phillips

Mayor Phillips commented on the excellent Remembrance Day services held at Cenotaph Park and at Splats'in Cenotaph.

Mayor Phillips attended the Annual General Meeting of the Enderby and District Historical Society.

The Public Works Superintendent is offering tours of the public work facilities. Those interested should contact him to schedule a group tour.

Public Works Superintendent - Memo dated November 15, 2007
Re: Johnston Avenue Extension

Moved by Councillor Cyr, seconded by Councillor Case that the report from the Public Works Superintendent be accepted as presented and that Council not approve the proposal for the extension of Johnston Avenue as submitted; and

THAT the Johnston Avenue extension be constructed in accordance with the design standards of the Subdivision Servicing and Development Bylaw No. 1278, 2000; and

FURTHER, THAT a letter be sent to Mr. and Mrs. Ypma stating same.

Council Retreat

Discussions included the timing of the retreat. It was felt that January would be appropriate. It is important that all members of Council attend. This item will be placed on the December 3, 2007 agenda to set a date and venue.
