Okanagan Regional Library Board’s 2004 Budget

A copy of the Okanagan Regional Library Fall 2003 Presentation Package was circulated to Council with highlights provided by Lesley Dieno:

• Improvements were made to several branches, with Enderby being a "star" renovation.
• ORL as been very impressed with the generosity of the community.
• There have been computer upgrades and 4 self-check-out pilot programs. These programs have not reduced staff times, but have helped to service public during peak operating times.
• A new phone system is in the strategic plan with calls coming via internet instead of Telus.
• Increased book budget in addition to Canadian/Us exchange rate will result in additional materials in 2004.
• Goals are to shorten pick-up period from 10 to 7 days, improvement to van delivery system, addition of a rotating selection of Best Sellers, and improvements to "hold" system.
• Enderby’s circulation for 2003 is just under 90,000 and is expected to increase.

Moved by Councillor Wejr, seconded by Councillor van Berkel that a letter of thanks be forwarded to the Open Air Market for their donation of $200.00.

Re: Blocking off of Mill Avenue on Dec. 12 & 13

Discussion:

Blocking off of Mill Avenue will eliminate access to the Legion parking lot and the handicapped parking space by the Legion.

Moved by Councillor Brookes, seconded by Councillor Ludwig that approval to block off Mill Avenue between Belvedere Street and Maud Street on December 12, 2003 from 4 — 8 p.m. and December 13, 2003 from 10 a.m. — 3 p.m. be granted, subject to closure not conflicting with Legion activities.

Councillor Ludwig attended an OCP Advisory Committee meeting today.

Moved by Councillor Brookes, seconded by Councillor Shipmaker that a letter be issued to the Kingfisher Interpretive Centre, thanking volunteers and the Community for their support.

Councillor Shipmaker reminded Council of the OCP Public Open House taking place on December 2 at the Drill Hall from 2 — 8 p.m. Councillors are encouraged to attend and to notify Clerk-Typist of availability.

Mayor Phillips

• Mayor Phillips attended a Community Health Centre meeting with Ken Burrows and Chris Histead from IHA in attendance.
• The budget of $50,000 to renovate the building has been increased to $225,000.
• There is no commitment yet for the future of the old Hospital building.
• A primary health care nurse is expected to be in place by Christmas with programs running by February.
• IHA has made no commitment to a timeline as yet.

Discussion:

Mayor Phillips will get confirmation of whether or not the additional renovation monies are in addition to the $1.3m Federal Government grant.

Moved by Councillor Brookes, seconded by Councillor van Berkel that the report be received and filed.

The Administrator reported that she is confident that the City will be in a surplus position at year-end.

The Provincial Government has been billed $167,000 for use of the City’s fire fighting equipment. To date, labour costs have been recouped. The balance of funds, once received, will be divided equally with the Shuswap River Fire Protection District.

Moved by Councillor Wejr, seconded by Councillor Ludwig, that Council hold a meeting closed to the public in order to discuss one or more topics under Section 242.2 of the Local Government Act.
