Minutes of November 3, 2003

Moved by Councillor Brookes, seconded by Councillor Ludwig, that the minutes of the Regular Council Meeting, held on November 3, 2003, be adopted as circulated.

Open Air Market

Re: $200 Donation

Moved by Councillor Wejr, seconded by Councillor van Berkel that a letter of thanks be forwarded to the Open Air Market for their donation of $200.00.

Santa’s Workshop

Re: Blocking off of Mill Avenue on Dec. 12 & 13

Discussion:

Blocking off of Mill Avenue will eliminate access to the Legion parking lot and the handicapped parking space by the Legion.

Moved by Councillor Brookes, seconded by Councillor Ludwig that approval to block off Mill Avenue between Belvedere Street and Maud Street on December 12, 2003 from 4 — 8 p.m. and December 13, 2003 from 10 a.m. — 3 p.m. be granted, subject to closure not conflicting with Legion activities.

Re: BC Hydro Requirement Application for Fiscal 2004/2005

Discussion:

It was noted that proposed increase will affect the City’s budget.

Council Remuneration

Moved by Councillor Shipmaker, seconded by Councillor van Berkel that remuneration for Mayor and Council remain unchanged.

REPORTS

Councillor Ludwig

Councillor Ludwig attended an OCP Advisory Committee meeting today.

Moved by Councillor Brookes, seconded by Councillor Shipmaker that a letter be issued to the Kingfisher Interpretive Centre, thanking volunteers and the Community for their support.

Councillor Shipmaker reminded Council of the OCP Public Open House taking place on December 2 at the Drill Hall from 2 — 8 p.m. Councillors are encouraged to attend and to notify Clerk-Typist of availability.

Discussion:

Mayor Phillips will get confirmation of whether or not the additional renovation monies are in addition to the $1.3m Federal Government grant.

NORD — Building Inspections Statistical Report for October 2003

Moved by Councillor Brookes, seconded by Councillor van Berkel that the report be received and filed.

Revenue and Expenditure Report — October 2003

The Administrator reported that she is confident that the City will be in a surplus position at year-end.

The Provincial Government has been billed $167,000 for use of the City’s fire fighting equipment. To date, labour costs have been recouped. The balance of funds, once received, will be divided equally with the Shuswap River Fire Protection District.

Moved by Councillor Wejr, seconded by Councillor Vetter that the correspondence be received and filed.

CLOSED MEETING RESOLUTION

Moved by Councillor Wejr, seconded by Councillor Ludwig, that Council hold a meeting closed to the public in order to discuss one or more topics under Section 242.2 of the Local Government Act.
