Minutes of a Regular Meeting of Council held on Monday, October 2, 2006 at 7:00 p.m. in the Council Chambers of City Hall.

APPROVAL OF AGENDA

Councillor Cyr requested that the following items be added to the agenda under New Business:
o Red Basket - trash
o RCMP - Community Consultative Committee

ADOPTION OF MINUTES

Regular Meeting of September 18, 2006

Moved by Councillor Cyr, seconded by Councillor Ludwig that the minutes of the Regular Meeting of September 18, 2006 be adopted as circulated.

REPORTS

Councillor Ludwig

Councillor Ludwig attended a Success by Six meeting. There is a fair taking place at the United Church on October 3 from 9:00 - 2:00. There are 50 families in Enderby with children under six years.

Councillor Case

The Annual Chamber of Commerce Cliff's Hike was cancelled due to lack of vehicular access to the park through private property. There is currently no legal access to the park.

The Administrator reported that she has been discussing the issue of access with B. C. Parks officials and the property owner.

Mayor Phillips

There will be dedication of the mural at the Cornerstone Garden at 3:00 p.m. October 3rd.

Mayor Phillips will be attending an Okanagan Economic Summit meeting this week in Kelowna.

Mayor Phillips attended a Community Advisory Committee meeting for the Enderby Community Health Centre and reported the following:
o Wayne Senner has passed his clinical exams and will become a registered nurse practitioner in October. This will enable him to treat most common medical problems, manage chronic conditions, order tests and write prescriptions.
o Physicians and nurse practitioner are seeing about 80 new patients per month.
o Dr. Scott has privileges at Vernon Jubilee Hospital. Dr. Annan will be applying for privileges at Shuswap Lake General Hospital.
o Extended hours at the Health Centre have been delayed due to cost concerns.
o Allison Rankin, Wayne Senner and Doug Blackie attended training for Patient Self-Management. Many of the self-management concepts are currently being implemented at the Health Centre.

Council Directives Tracking Form - to September 28, 2006

Discussions:
o Heritage plaque funding update has been forwarded to Bob Cowan. Bronze plaques do not meet the criteria for funding due to limited space for information. Interpretive panels have been suggested as an option to consider. Parksville may be contacted to determine the success and possible issues with the interpretive panels in their community.
o Sidewalk construction has been delayed due to lack of staff to perform prep work.
o The Administrator met with Mr. Richardson, and the Planner in the office and on-site. A revision to his application may be submitted to expand the area under application.

Moved by Councillor Shipmaker, seconded by Councillor Wejr that the report be received and filed.

NEW BUSINESS

UBCM - Correspondence dated September 18, 2006
Re: Launch of New “Integrated Emergency Planning Funding”






Discussions:
o The Emergency Program Coordinator, City of Armstrong and Township of Spallumcheen to be included in any discussions.
o The Spallumcheen Indian Band is currently developing an Emergency Plan. Staff have been involved in discussions. Discussion at the political level is required.

Moved by Councillor Wejr, seconded by Councillor Ludwig that the correspondence be forwarded to the Spallumcheen Indian Band requesting a joint meeting with the Band, the City of Enderby, City of Armstrong, Township of Spallumcheen and the Emergency Program Coordinator.

Re: Out-of-Town Water Service - 228B West Enderby Road

Moved by Councillor Shipmaker, seconded by Councillor Wejr that the City proceed with disconnection of water service to 228B West Enderby Road.

Administrator - Memo dated September 27, 2006
Re: Christmas Office Closure

Moved by Councillor Wejr, seconded by Councillor Ludwig that City Hall be closed from 4:30 p.m. on Friday, December 22, 2006 to 8:30 a.m. on Tuesday, January 2, 2007.

Red Basket
Re: Trash disposal

Discussion:
There have been reports of garbage, specifically meat products, being deposited into open trash receptacles. Birds have access to the garbage and there have been reports of trash being deposited around the neighbourhood and onto rooftops.

Moved by Councillor Cyr, seconded by Councillor Ludwig that a letter be sent to the owner of the property reminding him of his responsibility to properly dispose of waste in covered receptacles.

RCMP Community Consultative Committee

Discussion:
Councillor Cyr has made attempts to re-establish the Community Consultative Program with the RCMP and has had no recent communication. It was expected that the program would be reinstated this fall.

Moved by Councillor Cyr, seconded by Councillor Wejr that a letter be forwarded to the local RCMP detachment requesting an expected date of re-establishment of the Community Consultative Committee.

PUBLIC QUESTION PERIOD

Jackie Pearase of the North Valley Echo queried as to the amount owing for water by the property owner of 228B West Enderby Road. The specific amount was not available.



CLOSED MEEETING RESOLUTION

Moved by Councillor Shipmaker, seconded by Councillor Wejr that Council hold a meeting closed to the public in order to discuss one or more topics under Section 90 of the Community Charter.
Carried Unanimously
