ADOPTION OF MINUTES

Minutes of September 15, 2003

Moved by Councillor van Berkel, seconded by Councillor Vetter, that the minutes of the Regular Council Meeting, held on September 15, 2003, be adopted as circulated.

BYLAWS — 3 Readings

2004 Tax Exemption Bylaw No. 1335, 2003

Moved by Councillor Wejr, seconded by Councillor van Berkel that 2004 Tax Exemption Bylaw No. 1335, 2003 be introduced and read a first time by title only and carried through to three readings.

Moved by Councillor van Berkel, seconded by Councillor Ludwig that the item be forwarded to the RCMP Community Consultative Committee.

UNFINISHED BUSINESS

Kingfisher Boat Launch

Discussion:

Moved by Councillor Vetter, seconded by Councillor van Berkel that the City of Enderby is not in favour of participating in the Kingfisher Boat Launch Service.

Enderby and District Chamber of Commerce

Re: Storage Building at Riverside RV Park

Cora Prevost was in attendance to answer any questions of Council. She provided a description of the metal clad structure and it’s location in the park.

Moved by Councillor van Berkel, seconded by Councillor Ludwig that the City of Enderby authorize the Chamber of Commerce to construct storage building at Riverside RV Park.

Alley between Cliff and Russell Avenues

Re: Extract of Minutes of July 14, 2003

Discussion: The motion passed on July 14 indicates a one-way flow of traffic from east to west in the alley. It was consensus of Council that the intent of the motion was to primarily eliminate the egress onto Old Vernon Street.

Moved by Councillor van Berkel, seconded by Councillor Vetter that the issue of traffic flow in the alley between Cliff and Russell Avenues be referred back to the Streets and Sidewalks Committee for clarification of intent and discussion of the logistics of the issue.

Councillor Ludwig

B. C. Transit:

Councillor Ludwig attended a meeting of the Provincial Transit Committee, where three options for Enderby were discussed:

Councillor Ludwig also attended the following events:

Councillor Ludwig informed Council of the efforts of Norm Weibe to bring three orphans from Russia. A family has been found to take all three children, however, expenses are expected to reach $40,000. It was suggested that Mr. Weibe contact Just for Kids to request support.

Councillor Ludwig noted that Enderby did not have a flag to display at the UBCM convention. A community flag with the City logo can be obtained for approximately $530.

Moved by Councillor Ludwig, seconded by Councillor Wejr that the City obtain a flag with the City logo.

Councillor Wejr reminded Council of the Centennial Committee meeting taking place tomorrow, Oct. 7 at 7:00 p.m. at City Hall. Judy Fischer will chair the meeting.

Councillor Shipmaker

Councillor Shipmaker submitted a written memo to Council expressing issues relating to Fortune Parks and Recreation services.

Moved by Councillor Shipmaker, seconded by Councillor Vetter that prior to finalization of the 2004 budget, the Area Director and Council determine whether to continue in the current manner or increase the programming and or/promotion aspects of the function.

Moved by Councillor van Berkel, seconded by Councillor Shipmaker that Council request that a process be established to obtain assent of both Council and Area Director before taking on new facilities or contributing to the maintenance and operation of new facilities.

Councillor Vetter

Councillor Vetter attended the UBCM convention and made the following observations:

Newsletters from local schools continue to come in.

Mayor Phillips

Mayor Phillips commented on the great input generated at the Enderby/Area F Strategic Planning Session.

Policing costs will be based on the 2006 census figures. Communities will be contributing 35% in the year 2007.

Mayor Phillips attended the Bear Awareness seminar at the Drill Hall.

A reminder to Council was issued re: the Emergency Training Session at the Spallumcheen Municipal Hall tomorrow Oct. 7 at 7:00 p.m.

Attempts to coordinate signage meetings with the Spallumcheen Band have been unsuccessful. Mayor Phillips suggested forming a committee with representatives from the City, the Chamber of Commerce and the Spallumucheen Indian Band to get the project underway.

Moved by Councillor van Berkel, seconded by Councillor Ludwig that the Mayor and Councillor Vetter represent the City on an ad-hoc committee to develop entrance signage;

AND FURTHER that a letter be sent to the Spallumcheen Indian Band and the Enderby and District Chamber of Commerce asking for participation and representation on the Committee.

Mayor Phillips provided Council with a newsletter and registration form for a workshop being presented by the Enderby and District Community resource Centre (EDRC). The workshop is entitled "Building the Community from the Inside Out, Identifying and Mobilizing our Local Assets" and is being facilitated by John L. McKnight. The workshop is on November 19th at the Drill Hall and registration is $60. Council is to advise Clerk-Typist if planning to attend.

Moved by Councillor Shipmaker, seconded by Councillor van Berkel that registration fee of $60 be approved for Councillors attending the "Building the Community from the Inside Out, Identifying and Mobilizing our Local Assets" workshop.

Administrator

In addition to the written report, the Administrator advised that in her absence, the Deputy Treasurer would be attending the next Council meeting. The position of Corporate Administrative Officer is responsible for agendas, minutes, Bylaws, contracts, and Council meetings.

Moved by Councillor Ludwig, seconded by Councillor Wejr that Geri Ferguson be appointed Deputy Corporate Administrative Officer.

The Administrator advised that there is a free workshop being provided by the Justice Institute in New Westminster on November 20 and 21. Space is limited to one participant per community, with accommodation and travel subsidy provided. Council was instructed to notify the Mayor if interested in attending.

Moved by Councillor Wejr, seconded by Councillor van Berkel that Council authorize one delegate to attend the Provincial Meeting of Local Governments on Crime Prevention and Community Safety.

CLOSED MEETING RESOLUTION

Moved by Councillor Wejr, seconded by Councillor Ludwig , that Council hold a meeting closed to the public in order to discuss one or more topics under Section 242.2 of the Local Government Act.

NEW BUSINESS

Fire Hall Roof Replacement

Moved by Councillor Wejr, seconded by Councillor van Berkel that the tender from Community Roofing and Standard Roofing be rejected and the project deferred until the spring of 2004.
