ADOPTION OF MINUTES

Minutes of September 16, 2002

Moved by Councillor Phillips, seconded by Councillor Wejr, that the minutes of the Regular Meeting of Council, held on September 16, 2002, be adopted as circulated.

Susan Kikcio/Francis Hatfield

Re: Mural Project

Francis Hatfield reported as follows:

Mural size 56’ x 16’.

A lot of public participation, including the native community.

Artists from Chase, Salmon Arm and Vancouver are lending a hand in order to gain experience for their own communities.

A.L. Fortune students receive art credits for taking part.

Will arrange to speak with Public Works Superintendent, with regard to the application of the mural to the back wall of Enderby City Hall.

Leslie Dieno, Executive Director, Okanagan Regional Library

Re: 2003 Budget

Leslie Dieno reported as follows:

Have added open hours to several branches.

Renovations to the Golden branch are completed.

Expanding the Enderby branch.

In receipt of $1,000.00 towards furniture for the Enderby branch.

Donation of a loveseat for the Enderby branch from Ashley Furniture.

OK Falls has a new branch.

Four self check out pilot projects are underway, they will operate for a six month term.

Enderby branch will be set up for self check out.

ORL continues to apply for grants.

Will be replacing the mainframe computer.

Showing a continued increase in internet and website use.

Struggling to improve the book budget; cost of books continues to increase.

Summerland will house a new branch in 2004; Vernon plans for a new branch in 2005 — 2006.

BYLAWS

Bylaw No. 1307, 2002

Moved by Councillor Phillips, seconded by Councillor Wejr, that the "Truck Driver" category be deleted from Annex "A" of Bylaw No. 1307, 2002, cited as the "Intermunicipal Business Licence Agreement Authorization Bylaw No. 1307, 2002".

Moved by Councillor Case, seconded by Councillor McCaig, that Bylaw No. 1307, cited as the "Intermunicipal Business Licence Agreement Authorization Bylaw No. 1307, 2002", be given second and third reading.

Moved by Councillor McCaig, seconded by Councillor Wejr, that Bylaw No. 1308, cited as the "City of Enderby 2003 Tax Exemption Bylaw No. 1308, 2002", be introduced and read three times.

Re: Disposition of Resolutions Considered at the 2002 UBCM Convention

The following resolution was endorsed at the 2002 UBCM Convention:

"That the provincial government retain control of the small scale salvage program so that all Crown Forests can have small scale salvage permits issued for the well being of BC forest’s health and economy".

Re: Request to funding increase of St. John’s Ambulance

Doug Holmes, Chief Financial Officer, NORD, is in receipt of some new information.

Ministry of Community, Aboriginal & Women’s Services

Re: Provincial Appointments to the Board of Variance

Information only.

McLeod’s By-Products (1978) Ltd.

Re: Closure of rendering operation

Closure will have a huge negative effect on our landfill sites and the environment.

Eliminating a very essential service.

McLeod’s is one of the only plants in BC that will accept chicken carcasses.

Moved by Councillor Phillips, seconded by Councillor Case, that a letter be sent to the Honourable George Abbott, MLA, and to Mr. Darrel Stinson, MP, requesting that in light of the provincial impact of the closure of McLeod’s By-Products, the Ministry of Water, Land and Air Protection revisit the possibility of granting funding for improved pollution control works.

William & Marlene Marshall

Re: Water connection

Easement through Marshall’s property at 559 Mabel Lake Road.

Originally Marshall’s property was part of a bigger parcel.

Adjacent neighbours already connected to city water.

Public Works Superintendent will report at the next Regular Council Meeting.

An agreement similar to that of the one the City has with the owners of the dune buggy property on Mabel Lake Road should be considered.

Runaway Moon Theatre

Re: Funding Request

It was noted that the grants/donations budget is very limited.

Moved by Councillor McCune, seconded by Councillor Vetter, that the City send their best wishes to Runaway Moon Theatre, however there is no funding available at this time.

Enderby & District Lions Club

Re: Gazebo Project

Non-profit organization

Moved by Councillor McCaig, seconded by Councillor McCune, that the Fortune Parks and Recreation District be requested to fund the costs of the building permit fees for the Enderby & District Lions Club gazebo project, to be located in the Enderby ball park.

REPORTS

Mayor

2002 UBCM Convention

Met with Colin Hansen, Minister of Health.

Discussions regarding Health Co-op and ambulance upgrading.

Met with Judith Reid, Ministry of Highways and Dan Doyle, Deputy Minister, re immediate plans for a left turn lane at Cliff Avenue and Highway 97A, as well as other local transportation concerns and solutions.

Met with the Agricultural Land Commission, re the expansion of an existing industry and the possibility of a new manufacturer.

Reported on the progress of the OMMA proposal to take over the Coquihalla Toll Stream in order to finance Highway Infrastructure in the Southern Interior of B.C.

"Small Scale Salvage" resolution was passed.

Thanked Council for their participation in "Subway Day For a CHILD".

Councillor Wejr

Enderby Health Co-op

Next meeting scheduled for October 17, 2002 @ Enderby Credit Union.

Moved by Councillor McCaig, seconded by Councillor McCune, that a letter be forwarded to the Enderby & District Credit Union Board of Directors requesting that they continue pursuing the Health Co-op and offering the assistance of the City in dealing with the Interior Health Authority and the provincial government.

Commented on the presence and involvement of a large number of Cabinet Ministers and MLA’s.

Councillor Case

Hike to the Enderby Cliffs this past weekend was very successful; 65 in attendance.

Councillor Phillips

Will attend a "Super Host" program on Wednesday.

Goal is to have all Enderby merchants and staff trained by 2005.

Letters sent to both the Hon. George Abbott and the Interior Health Authority regarding ownership of the Enderby hospital.

Public Works Superintendent

Hubert Avenue

Business owners along Hubert Avenue have been most cooperative.

Should be ready to pave by Friday, October 11, 2002.

City Owned Parking Lot

Parking lot situated behind the Bank of Montreal building has been paved.

Streets & Highways Committee to meet to design traffic flow.

Imperial Oil Property

Ministry of Environment will be doing soil removal and environmental sampling.

The Ministry has requested the use of our storm sewer to dispose of suspected groundwater.

In exchange the Ministry has been asked to make a donation to the "Just For Kids" fund.

CLOSED MEETING RESOLUTION

Moved by Councillor Phillips, seconded by Councillor McCune, that Council hold a meeting closed to the public, in order to discuss one or more topics under Section 242.2 of the Local Government Act.
