Public Open House to discuss the 2003 — 2007 Financial Plan was called to order by Mayor Phillips at 6:30 p.m.

An overview of the five year plan was presented by the Administrator. Items noted were:

• Increased funds will be required by 2004 to cover policing costs.
• Water Treatment Plant upgrade and Sewer Treatment Plant upgrade has received 66% funding from Federal and Provincial Governments; remaining cost is borne by City.
• There is currently a surplus from 2002 operating funds of approximately $330,000. Wastewater upgrade will receive approx. $102,000, with remaining going into reserves.
• Changes in the method of recovering costs for sewer and water operating and debt servicing
• Adjustments to tax rate multiples.
• The general tax rate this year will increase to $4.02 per $1000 of assessed value.
• Water frontage is $2.53 per foot (max. 100 feet); sewer frontage is $1.56 per foot (max. 100 feet).

Mr. Art Kidner of 2102 McGowan Street addressed Council with concerns about his property taxes that will increase from $1100 to approx. $1300 this year. He feels that comparisons to other communities is not fair due to lack of industry in Enderby. The Administrator encouraged Mr. Kidner to bring his assessment notice to City Hall and staff will review his taxes with him.
