Regular Meeting of September 5, 2006

Moved by Councillor Wejr, seconded by Councillor Case that the minutes of the Regular Meeting of September 5, 2006 be adopted as circulated.

DELEGATIONS

John Halper – 111 Norleen Lane
Re: Traffic Flow, Noise and Safety Problems Near M. V. Beattie School

Mr. Halper made reference to the petition and photos that have been circulated to Council and made additional comments/observations:

- Norleen Lane residents are concerned that when they are exiting Norleen Lane there is a high risk from speeding traffic travelling south around the blind curve of Salmon Arm Drive.
- Although constant policing of the area is unrealistic, there is a need for more police presence. Speeding occurs throughout the day, not just during school hours.
- It is recognised that there is no point in just raising a concern, so they have presented Council with a solution that they feel will slow down traffic and protect school children. The speed bumps will enable vehicles to proceed safely at 30 km per hour.

Discussion:

- Warning signs would be required on the curve of Salmon Arm Drive and on Knight Avenue, with the bumps starting just past the school zone signs.
- Feedback from the District of Coldstream to be obtained.
- Although the suggestion is worthy of consideration, signage and enforcement of speed zone is required.
- ICBC speed reader boards are available through the local RCMP and Citizens on Patrol.

BUSINESS ARISING FROM THE MINUTES AND/OR UNFINISHED BUSINESS

Regional District of North Okanagan – Regional Board Strategic Visioning Session

Discussion:

- Opportunity to provide input. Councillor Shipmaker will be representing Council at the Board meeting.
- Written suggestions from Mayor Phillips were circulated.
- Items that are regional to be dealt with as a region, rather than some areas having their own programs.
- If paying for a function, then should have a say in the decision-making.
- Any additional input should be forwarded to Councillor Shipmaker prior to the September 26th Board Meeting.

BYLAWS

2007 Tax Exemption Bylaw No. 1387, 2006

Mayor Phillips read the list of properties being considered for tax exemption.

Moved by Councillor Vetter, seconded by Councillor Ludwig that 2007 Tax Exemption Bylaw No. 1387, 2006 be introduced and given three readings.

REPORTS

Councillor Case

Councillor Case reminded Council of the Cliff Hike taking place on October 1st. Volunteers are still needed to help with the event.

Councillor Shipmaker

Councillor Shipmaker and Mayor Phillips attended the fund-raising event at Birchdale Golf Course for Family Place, operated by the Enderby and District Community Resource Centre.

Councillor Ludwig

Councillor Ludwig attended an information session on Regional Growth Strategies and the Federal Gas Tax Agreement at Vernon Arts Centre.
- In line with Official Community Plans
- Gas tax revenues available for new projects. More information will be available at UBCM convention.

Spoke with Wil Richardson regarding his plans to develop Princess Avenue for seniors housing.

Volunteers are needed by the fundraising committee for Vernon Jubilee Hospital.

Councillor Cyr

Councillor Cyr attended a Joint Emergency Executive Committee Meeting and reported the following:
- Met the Emergency Program Coordinator who seems very competent.
- JEPP grant funds are available, as are Spirit of B.C. funds.
- Community evacuation training to take place in Vernon. Key persons will be attending.
- Loss of cell phone use during the I. P.E. is an issue that is being investigated with Telus.
- Emergency Social Services is desperately seeking volunteers.

Mayor Phillips

There is a Vernon Jubilee Hospital Foundation Gala on September 30th. Mayor Phillips is unable to attend and is hoping that Enderby will be represented. The price of the event is $85.00 and details are available at 558-1362.

Mayor Phillips attended the Regional Growth Strategies information session. Smart Growth strategies are being supported.

Mayor Phillips made the following report on the Enderby Community Health Centre:
- Looking into extending hours. Weekend schedules are being worked out. The centre has in place a “Turn No One Away” policy.
- The patient roster is now in excess of 2,300 patients.
- The Centre hosted members of the IHA Board of Directors. Mr. Dohlman commented that the Enderby Health Centre is now considered one of the best examples of community primary health care centres in B. C.
- Group appointments are now being implemented, which is a first for IHA. Follow-up appointments are being planned and the program will be expanded.

NEW BUSINESS

Doug Grant – Correspondence dated September 2006
Re: Traffic Flow, Noise and Safety Problems near M. V. Beattie School

Discussion:
- The Road Inventory Report lists Knight Avenue and Salmon Arm Drive as # 29 and 30 on the priority list.
- Speed bumps may pose an obstacle for snow plowing.
- Speeding is a policing issue. More police presence and fines may help. Speed boards can also be effective.
- Coldstream to be contacted to determine feedback on their program.

Moved by Councillor Cyr, seconded by Councillor Wejr that details of the speed bump initiative on Postill Drive be obtained from the District of Coldstream; and
FURTHER that the local RCMP detachment be requested to increase patrols with speed display boards in the vicinity of M. V. Beattie School.

Council Committee Structure

Discussions:
The various committees were established on a trial basis, based on input from Councillors. The committee meetings have not been effective and have impacted on staff time. Mayor Phillips asked for each Councillor to provide an opinion regarding the committee structure:

Councillor Wejr – Does not like it. Has resulted in duplication. Has been beneficial on occasion. Not as transparent as it could be due to the meetings being scheduled for mid-day.

Councillor Ludwig – Prefers the Committee of the Whole and liaison positions.

Councillor Cyr – Benefits are lost because of impact on staff. Suggests returning to Committee of the Whole format.

Councillor Case – Is in agreement with previously stated positions.

Councillor Vetter – Has no position on the matter.

Councillor Shipmaker – Supports the committee structure but feels that all of Council must buy-in to make it work effectively. Alternative could be for special meetings to be held for some issues.

Mayor Phillips – Committee of the Whole meetings are intended to address special issues.

It was consensus of Council to schedule Committee of the Whole meetings to deal with special issues.

Heart and Stroke Foundation of B. C. – Correspondence dated August 29, 2006
RE: Resolution at UBCM Convention to Make B. C. 100% Smoke-Free

Drill Hall Committee – Correspondence dated September 7, 2006

Frank and Betty Lucianovich – Correspondence dated September 5, 2006
Re: Road Conditions

This correspondence has been forward to the Public Works Superintendent. Plans are in place to address these road repairs, but due to staff shortage, the work has not yet been done.

Moved by Councillor Cyr, seconded by Councillor Ludwig that a letter be forwarded to Mr. and Mrs. Lucianovich expressing the City’s gratitude for bringing the issue forward and assuring them that the City is doing its best to address road repairs with available manpower.

Re: Federal Gas Tax Revenues – Regionally Significant Projects

CHBC Television – Correspondence received September 13, 2006
Re: Local TV Stations not offered on Satellite Service

Moved by Councillor Vetter, seconded by Councillor Wejr that support be provided to local television stations by contacting the CRTC, Bell Express Vu and Star Choice via the Global website, and by forwarding letters to the local MLA and Member of Parliament.

B. C. Hydro – Correspondence dated September 8, 2006
Re: Opportunity to Meet with BC Hydro Executives at UBCM Convention

Moved by Councillor Cyr, seconded by Councillor Case that the correspondence be received and filed.

Insurance Renewal for 2006 – 2007

Moved by Councillor Ludwig, seconded by Councillor Cyr that the City of Enderby move from a $2,500 deductible to a $5,000 deductible and have HUB International Barton Insurance Brokers (option ‘B’ as circulated) provide the insurance services to the City of Enderby for 2006 – 2007.
Carried Unanimously

Discussion:
- Reducing the deductible will save the City $.02 per $100 of insured value. Historically, there have been no claims on property.
- MIA insurance does not cover property claims.
- Local insurance brokers were contacted. One did not respond and the other was not in a position to quote on coverage of this magnitude.

Richard and Noreen Vetter – Correspondence dated September 14, 2006
Re: Building Permit Application – Reasons for In-Camera Discussions

Discussions:
- Whether right or wrong, the information is in-camera.
- Council relies on the professional recommendations of the Administrator. This item has been dealt with previously and needs to get resolved so as not to prolong the issue.
- Important for the Administrator to be present to provide the rationale behind her recommendation to consider the issue in-camera.
- Access via the Freedom of Information and Protection of Privacy Act is available to Mr. and Mrs. Vetter.

Moved by Councillor Shipmaker, seconded by Councillor Case that this item be referred to an in-camera meeting, with the Administrator in attendance, to determine what, if any, information on this topic can be made public.

Enderby Youth Society – Late Item Presented by Councillor Case

Kenny Toews was invited to speak to Council.

The Enderby Youth Society is having a Back-to-School Dance this Friday at the Drill Hall and members of Council are invited to drop in at any time throughout the evening.

Mr. Toews circulated a copy of correspondence from Tracy Prince, Youth Alcohol and Drug Prevention Officer inviting interested parties to attend an Interagency Meeting on October 4 at the Health Centre.

PUBLIC QUESTION PERIOD

Kenny Toews of 705 2nd Avenue asked what development has been made on a previous agenda item – Security at Peace Park.
- There was an initial meeting some time ago with the Public Works Superintendent, Cpl. Gobeil of the RCMP and Mr. Toews to discuss the need for lighting, tree trimming and relocating the picnic table to enhance security in the park.
- The Legion has also expressed concern.
- Pat Doorn of Mountain View Electric has offered to donate some of the costs of installing lighting.
- Councillor Wejr stated that she will contact the Public Works Superintendent to discuss the issue.

CLOSED MEEETING RESOLUTION

Moved by Councillor Ludwig, seconded by Councillor Shipmaker that Council hold a meeting closed to the public in order to discuss one or more topics under Section 90 of the Community Charter.
